Milan pact for schools. Indications for the safe restart of the school year from the Municipality and Prefecture

Continuation of the "Milan for schools" Pact - Contingent and urgent order pursuant to art. 50, paragraph 5, of the Legislative Decree. n. 267/2000 relating to the adoption of exceptional measures regarding the containment and management of the epidemiological emergency from COVID-19, connected to the resumption of activities within the municipal territory starting from 13 September 2021, the date of reopening of schools

Milan, September 7 2021 – In view of September 13th, the start date of the new school year, the Municipality of Milan and the Prefecture of Milan reiterate the importance of continuing to adopt the "Milan for school" Pact which, in continuity with the indications already shared on 29 December last and based on a study by the Polytechnic of Milan, it is proposed to reorganize travel in the morning time slot to guarantee the safe restart of school activities and beyond, taking into account the capacity limit of local public transport at 80%.

The Pact, promoted by the Municipality and Prefecture, is shared by all social partners, public institutions, transport managers, commerce, companies, professional associations.

In detail, as regards the timetable of lessons in secondary schools, 70% of students will enter class by 8 am, the remaining 30% after 9 am. For professional training centers, lessons will begin for the entire school population by 30:8 am, with individual institutes paying attention to adopting the necessary measures to avoid gatherings. Universities are invited to organize in-person lessons starting from 00 am.

Non-food retail commercial activities (clothing, footwear, perfumeries and herbalist's shops, housewares, opticians, etc.) will open after 10 am: the indication applies both to neighborhood businesses and to activities present in covered markets, shopping centers and similar structures. This hourly limitation will not apply to newsagents, tobacconists, bookshops, stationery shops, pharmacies and parapharmacies.

For hairdressers, beauty centers and all activities relating to personal services, opening will take place after 9 am. 
 
Public administration offices open to the public will receive from 9 am, possibly by appointment, except for appointments already scheduled. As regards the Municipality of Milan, the funeral services, registry and civil status offices, considered essential, will remain open at 30 am.

For private companies that provide services to the public (including those operating in the banking, financial and insurance services sector) it is recommended to open after 9am by appointment. Professional offices and consultants are called to receive clients by appointment starting from 30am.

For manufacturing production activities the opening is anticipated by 8:00 am.  

The Pact intends to promote, both in the public sector and in companies, the optimal use of "smart working"in the organization of work.
