To this end, the City Council, with an amendment to the budget, has allocated 20.000 euros to an experimental project which involves the support of an external operator, identified through a public tender, who will have to lead a preliminary listening phase and a subsequent negotiation phase cooperative.

In the first, the subjects, individual and collective, most representative of the social context of the residents and users of the square will be identified, then the listening process and the mapping of needs and interests will be implemented; in the second phase, however, experts in the field of mediation will manage conflicts to bring out possible and concrete solutions to be exploited through the stipulation of a collaboration agreement, with new rules of coexistence, which guides the dialogue between all the actors involved. game.

For the first time, a participatory process is being implemented which aims to use the instrument of the collaboration agreement not simply for a territorial social initiative but for the identification and sharing of a local public policy useful for transforming the conflict into an opportunity for community development and empowerment.
