Participation. Popular consultation on the Air and Climate Plan opened

Until February 28, residents and city users with SPID will be able to express their observations on the Plan approved by the City Council at the end of December

Milan, January 13 2021 - The Air and Climate Plan enters the popular consultation phase and does so through the platform, of the Municipality of Milan dedicated to "participation".

Until February 28, citizens and city users aged 16 and over (workers, away students and regular visitors to the city) will be able to enter the platform and express their observations on the proposed actions by following their evolution. To access the consultation it is necessary to have a digital identity (SPID) and for city users to confirm their constant presence in the city through a self-certification sent via email by the Municipality.

“We are starting the public collection of observations on the Air and Climate Plan - states the councilor for Participation, Active Citizenship and Open Data, Lorenzo Lipparini - which we have drawn up and approved in recent months. It is the new phase, the second, of a long and detailed process which has probed citizens' fears and preferences, visited all the municipalities and collaborated with experts and organized groups, including student representatives from all Milanese high schools, to make point the best proposals on mobility, energy, waste, greenery and daily habits. For the collection of opinions - continues councilor Lipparini - we will use a platform resulting from a European project, already used by Barcelona and other large cities, which has as its engine the open Decidim software, now adapted to the size of Italian local authorities thanks to the Municipality from Milan. Thus - concludes the councilor - a standard of participation is established which guarantees transparency and privacy at the same time. It will be on this portal developed in contact with the Department of Public Function together with the RCM Foundation - Rete civica di Milano and thanks to the experience of partecipami.it : the Milanese e-participation portal, which consultations will take place from now on and the Municipality's #participation institutes will find space.

The Air and Climate Plan is the result of an elaborate drafting process and was approved by the Municipal Council on 15 October 2020. The text continued its process and after its presentation in the Council Environment Commission it was discussed in the Municipal Council where it was approved the adoption on December 22, 2020.

Now it's up to the citizens. Among them are also expected stakeholders ("stakeholders") representing associations, bodies and productive entities of the city who met between November and December in four thematic workshops.

The citizen consultation through the Municipality's participation platform follows the direct involvement of residents during the nine streaming meetings held in the city halls.

The Plan was published on 4 January 2021 in the Praetorian Notice Board and can be consulted by all citizens.
