Participation. The Municipality of Milan receives the Open Government Champion award for the public debate on the Navigli

Milan, July 9 2019 – This morning, during the Open Goverment Forum in Rome, the Municipality of Milan was awarded by the Minister for Public Administration Giulia Bongiorno as "Open Government Champion" in the "Participation and Accountability" category.

The Award Committee considered that the Municipality of Milan, through "the public debate initiative on the Navigli Project, has demonstrated the ability to apply the tool of "public debate" by combining correct time management and broad citizen participation and the relevant actors to achieve the objective of modifying the administration's project, incorporating the results of the consultation".

The award was collected by the councilor for Participation Lorenzo Lipparini: "It is a recognition of the work done to combine digital tools and moments of discussion with citizens and stakeholders in a participatory path structured around a large strategic project for the transformation urban and sustainable development of the city. A model of conscious and informed comparison that can be replicated." 

The public debate on the Navigli Project was held between June and September 2018 and had as its object the Technical-Economic Feasibility project and all its attachments made available online to citizens also in an easy-to-consult version.

Coordinated by a guarantor selected through a public tender, the process saw the creation of 23 events and the collection of hundreds of observations on the opportunity and implementation methods of the proposed work. Added to these were several meetings with social and economic representatives and associations which produced 43 actors' notebooks, which can be consulted online on the website progettonavigli.comune.milano.it.

The consultation was divided into four phases: activation of the site and distribution of the paper version of the materials, phase of direct involvement of citizens, traders, associations, area committees through public meetings in the areas affected by the project and on general themes, collection of contributions and return of the results obtained.
