Palazzo Marino. Safe nightlife, a protocol for responsible fun   

The agreement between bodies, institutions and associations was signed in the Prefecture. Innovative actions are planned to promote a healthy culture of entertainment, with qualified supervision and contributions for projects that promote respectful and civil coexistence in neighborhoods    
   
Milan, 2 August 2021 – The Memorandum of Understanding for the promotion of actions in favor of young people in nightlife areas was signed today in the Prefecture. The main objective is to implement innovative actions to promote a healthy and respectful model of youth nighttime entertainment, guarantee both residents and users safer contexts and encourage responsible behavior, limiting large gatherings and excess noise.   
 
The Protocol was agreed as part of the collaboration activated by the Prefecture of Milan between the Municipality of Milan, Ats of the Metropolitan City of Milan, the University of Milan Bicocca and the managers of entertainment venues, together with Epam (Milan Provincial Association of Public Esercizi Confesercenti Milano) and the Italian Association of Subsidiary Safety.   
 
The aims of the agreement are the promotion of a culture of healthy entertainment, which is distinguished from the abuse of alcohol and the consumption of narcotic substances, also thanks to an activation of growing protagonism of young people in the animation of creative places and styles of entertainment, with the commitment of the businesses present in the nightlife areas for the use of subsidiary surveillance personnel with suitable qualifications with observation, prevention, dissuasion and possible reporting duties to the police, without prejudice to the fact that no responsibility can be attributed to these figures direct intervention action.   
 
"Having fun in a healthy, safe way and with respect for everyone, without taking anything away from the happiness and beauty of Milanese evenings is possible, you just need to want it - states the Mayor of Milan Giuseppe Sala -. It is in the interest of everyone, of those who love to have fun and who offers opportunities for entertainment first of all, to ensure that the areas of the city most frequented in the evening are safe, clean and guarantee better liveability for everyone, for those who live there and for those who meet there with city institutions and associations, a series of interventions to promote respectful and controlled behavior that can have an impact especially on the youngest, so that their desire to live and be together is expressed in a responsible way, respecting their health and of a healthy coexistence with the rest of the city. Milan is a modern metropolis that works, and the Milanese have the civic culture necessary for everyone to live it fully, enjoying its beauty and having respect for others and the environment that surrounds us" .
 
The first areas affected by the Protocol are Duomo-Mercanti, Corso Garibaldi-Corso Como-Via Monte Grappa, Darsena-Navigli, Brera, Colonne di San Lorenzo, Piazzale Archinto, Lazzaretto district-Via Lecco-Via Melzo, Arco della Pace, Isola district , piazza Minniti-via Borsieri, NoLo and via Tortona.   
 
The Municipality of Milan, in particular, is working on the first actions aimed at improving the living conditions in the nightlife areas through collaboration with third sector bodies, organizations and non-profit associations. In fact, a notice will be published for the provision of contributions to individuals for the implementation of educational projects for a total amount of 100 thousand euros, up to a maximum of 9 thousand euros per project.   
 
With another similar public notice, Associations, Bodies and Institutions representing traders and managers of public businesses in the areas will be identified, called upon to present projects and initiatives to encourage the orderly management of the stall areas and external areas immediately appurtenant to the premises, promoting virtuous synergies with the local police and law enforcement agencies in case of need.   
Also in this case, the total amount is 100 thousand euros (with maximum amounts calculated for each area in relation to the number of active public businesses), and the reference period will be 10 September - 31 October.
