Mobility. PNRR MaaS experimentation: the subjects who will be able to request the vouchers have been identified

University students, workers based in Milan, vulnerable categories and users of environmentally prohibited cars residing in the city will be able to apply

Milan, June 8 2023 – There will be around five thousand people who can be selected to receive a voucher to spend on the platforms of the Maas (Mobility as a service) operators identified by the Municipality of Milan for travel by means other than personal means.

The Council has in fact approved the guidelines for identifying those who will be able to benefit from a contribution for the experimentation foreseen in the MaaS4Italy MILAN Project financed with PNRR funds for which the Municipality was selected. These are four distinct groups of users: university students resident and non-resident in Milan, workers non-resident in Milan based in the city, vulnerable categories (parents with children under 4 years of age, pregnant women and people with disabilities) and users of cars banned from driving in environmental restricted traffic zones, in both cases residing in Milan.

The contributions, for which a total of one million euros has been allocated, must be used to contribute a maximum of 50% to the purchase of mobility packages exclusively through the five MaaS operators participating in the experimentation (ACI Infomobility SpA, myCicero Srl, Unipoltech SpA, Urbannext SA, WeTechnology Srl). The incentive will consist of a nominative voucher that the selected subjects will be able to spend in the form of a percentage discount on paid services at active MaaS operators.

There will be two types of vouchers: a "registration" bonus worth 10 euros to be used on the selected platforms (up to a maximum of five bonuses for a maximum total of 50 euros, one for each operator), and a monthly bonus, which it will be canceled at the end of the month for the amount not used in the reference month, from 20 to 40 euros depending on the user category and which can be spent progressively on the MaaS platforms to which the experimenter has previously registered.

The Municipality will thus have the role of accelerator of the MaaS service, using the economic resources made available by the PNRR funds to stimulate the adoption of the service through mechanisms that encourage its use. The objective is to involve approximately 5 thousand users, spread across different population clusters, through whose experience it will be possible to analyze the behaviors and needs connected to Maas services.

The procedure for collecting applications will be launched by the end of June and will be accompanied by a communication campaign. The actual experimentation will last five months, from July to November.

"The experimentation allows us to provide tariff incentives – explained Arianna Censi, councilor for Mobility – both to support the mobility of specific categories of users and to encourage virtuous multimodal behaviour. The analysis of this first experimentation will allow us to understand how and what needs does this first group of people have, helping us to better develop a mobility that favors greater accessibility, multimodality and sustainability of travel. The development of MaaS will also allow us to better deal with both the climate emergency and the critical issues arising from traffic , in environmental and congestion terms, also optimizing travel planning".
