Mobility. The call for contributions to replace polluting vehicles has been published

Increased support for ISEE below 20.000 euros. Until September 19th it is possible to request an exemption from the ban on entry into Area C and B for Euro 5 diesels if the owner has already started purchasing a new car

Milan, September 1 2022 – Citizens resident in Milan can submit the grant application for the purchase of a low environmental impact vehicle in response to the scrapping of a polluting vehicle. The total funds made available by Palazzo Marino is 3 million euros.

For residents who intend to access the tender, the vehicle purchased must be electric, hybrid or petrol powered and the price must not exceed 45.000 euros. Applications for a purchase made between 1 January 2022 and 31 December 2022 and until the funds are exhausted are eligible for the contribution.

Compared to the 2021 call, the guidelines for residents have been modified with the aim of increasing the number of beneficiaries, with particular attention to less well-off families. In fact, the amount of the contribution will be increased by 30% for those who have an ISEE income of up to 12.000 euros, by 25% for ISEE income between 12.000 and 15.000 euros, by 20% for the ISEE range between 15.000 and 20.000 euros .

An example: for the purchase of a new M1 category motor vehicle, with CO emissions2 from zero to 20 g/km (electric car), the Municipality makes available a non-repayable contribution of up to 9.600 euros for incomes above 20.000 euros ISEE, which reaches up to 12.480 euros for those who have an ISEE income below 12.000 euros.

For cars with CO emissions2 between 21 and 60 g/km (some hybrid or plug in) the contribution varies between 6.240 and 4.800 euros, while for those up to 135 CO emissions2 (hybrid), between 4.680 and 3.600 euros.

For the purchase of a new electric motor vehicle or moped, non-repayable contributions are envisaged equal to 60% of the total cost, up to a maximum of 3.000 euros.

In consideration of the particular moment in which, due to the lack of raw materials, the delivery times of vehicles or mopeds are extended, the application for contribution may take place either in a single phase or in two subsequent moments: first with the presentation of the advance invoice and subsequently integrated with the balance.

Exceptions for those who replace a Euro 5 diesel car with a sustainable vehicle

Anyone who has decided to replace their polluting vehicle (and therefore subject to the ban) with a low environmental impact vehicle, by signing a long-term purchase, leasing or rental contract, will be able to continue to access Area B and Area C until delivery. of the new vehicle - and in any case no later than 30 September 2023 - by completing the request for derogation.

The granting of the exemption also applies to taxi drivers and holders of a rental operating license with driver. Only for Area B are buses used for the local public transport service included.

The exemption aims to compensate those who have already started the procedure to replace a Euro 5 diesel but are not yet in possession of the non-polluting vehicle due to the long delivery times, extended by the lack of raw materials.

The request for exemption must be submitted by September 19th, the contracts must be signed no later than September 14th.

Bans in force from October 1st for Area C and Area B

The entry into force of access bans in Area C for Euro 1 petrol, Euro 2 and 3 diesel passenger vehicles with standard FAP, Euro 4, 0, 1, 2 and 3 diesel vehicles with After-market DPF installed by December 4 and with an adjustment class (reported on the registration document) for the mass of particulates equal to at least Euro 2018 and Euro 4 diesel.

As far as Area B is concerned, the driving bans for Euro 1 petrol, Euro 2 diesel without DPF, Euro 4 and 3 diesel with standard DPF, Euro 4, 0, 1, 2, 3 will come into effect from 4 October. diesel with after-market FAP installed by 31/12/2018 and with particulate mass class equal to at least Euro 4, Euro 4 and Euro 5 diesel.

Euro 4 and 5 diesel vehicles and Euro 2 petrol powered vehicles will be able to circulate in Area B by adhering to the integrated Move-in / Area B project. Alternatively they will be able to take advantage of the exemption of 50 days of access, even non-consecutive, in the period between the date of first access and the date of 30 September 2023.

The traffic ban for these types of vehicles is foreseen from 7:30 to 19:30 on weekdays from Monday to Friday.
