Mobility. Five million euros in contributions from the Municipality to citizens and businesses for the replacement of polluting vehicles

Increased support for ISEE below 20.000 euros. The ban on entry into Area C and B for Euro 5 diesel vehicles has been postponed if the owner has already started purchasing a new car

Milan, July 12 2022 – Contributions of five million euros intended to support the purchase of a vehicle with low environmental impact following the scrapping of a polluting vehicle: two million reserved for businesses and three million for citizens residing in Milan, with increased contributions for incomes with ISEE up to 20.000 euros.

These in summary are the guidelines approved by the Council.

For residents who intend to access the tender, the vehicle purchased must be electric, hybrid or petrol powered and the price must not exceed 45.000 euros. Applications for a purchase made between 1 January 2022 and 31 December 2022 and until the funds are exhausted are eligible for the contribution.

Compared to the 2021 call, the guidelines for residents have been modified with the aim of increasing the number of beneficiaries, with particular attention to less well-off families. In fact, the amount of the contribution will be increased by 30% for those who have an ISEE income of up to 12.000 euros, by 25% for ISEE incomes between 12.000 and 15.000 euros, by 20% for the range between 15.000 and 20.000 euros ISEE.

An example: for the purchase of a new M1 category motor vehicle, with CO emissions2 from zero to 20 g/km, the Municipality makes available a non-repayable contribution of up to 9.000 euros for ISEE incomes above 20.000 euros, which reaches up to 12.480 euros for those with an ISEE income under 12.000 euros.

For the purchase of a new electric motor vehicle or moped, non-repayable contributions equal to 60% of the total cost, up to a maximum of 3.000 euros.

"As announced, we chose to differentiate the contribution based on the ISEE – explains Arianna Censi, councilor for Mobility – because we wanted to facilitate the purchase of cars with low environmental impact especially for those who have less economic possibilities, thus broadening the range of beneficiaries. The Administration's will is to support eco-sustainable mobility in every way, including by encouraging the replacement of the most polluting vehicles".

Two million euros, again for the replacement of polluting vehicles, are reserved for micro, small and medium-sized enterprises, artisan businesses, self-employed workers with VAT numbers and third sector bodies. Each of them can submit an application valid for up to five vehicles. A contribution is also foreseen for them for motorbikes or mopeds.

A further change has also been included in the guidelines (all the details will be made known when the tenders are published in September), in consideration of the particular moment in which, due to the lack of raw materials, vehicle delivery times are lengthening : the application for contribution can take place either in a single phase or in two, also through the presentation of the advance invoice issued by the seller.

Again with reference to the objective difficulties of taking possession of a new car in a short time, a resolution was approved which modifies the rules for entry into Area B and Area C, providing for a postponement of the access ban for owners of Euro 5 diesel who have already taken steps (or will take steps by next September 15th) to purchase a non-polluting vehicle. The extension is valid until the delivery of the new vehicle and in any case no later than 30 September 2023 and also applies to taxi drivers and NCC holders of an operating licence.

The same resolution definitively approves the exceptions - foreseen so far on an experimental basis - to the ban on access to Area C from 8 to 10 from Monday to Friday for vehicles intended for the transport of goods.

"We do not abdicate our choices regarding environmental protection – continues Councilor Censi – but we cannot fail to take into account an emergency situation whose consequences fall on citizens. For this reason we have chosen to protect those who have already started, or will soon begin the process of purchasing a vehicle. Those who are making environmentally friendly choices do not have to pay for delays beyond their control."
