Milan, February 23 2021 - From tomorrow, Wednesday 24 February, Area C will be reactivated, the ZTL which concerns the area within the Cerchia dei bastioni. In consideration of the current pandemic situation, however, the municipal administration has decided to remodulate the timetables: the cameras will be turned on from 10 am (instead of 7 am) and until 30 pm, to avoid overloading passengers on the lines. of public transport in the 19÷30 time slot, currently the most popular and at risk of saturation.
The decision was taken following common analyzes and considerations made with the Prefecture. The constant increase in vehicular traffic recorded in recent weeks, +19% of car entrances into the city compared to the pre-Covid period, has led to an increase in fine particles and for this reason it is considered necessary to adopt measures to contain the congestion caused by private vehicles.
Furthermore, always with the aim of containing the increase in PM10 and NO levels2 harmful to the health of citizens, also given the increase in external temperatures, already from Monday 22 February it is strongly recommended, when not mandatory for the measures of the air plan of the Po Basin and the Lombardy Region, to lower the temperature by one degree in homes, workplaces, commercial establishments.
"All the measures implemented – declares the councilor for Mobility Marco Granelli – have the objective of keeping public transport safe and allowing in-person schooling, keeping economic and work activities active, preventing crowding and the risk of contagion But these days we are also called to contain polluting emissions because the concern for health is maximum, even more so in this difficult phase of the pandemic. A double challenge that requires adopting every possible measure as most Italian cities are already doing. We need to be united in this challenge, institutions, companies, citizens."
The vehicles of individuals who must go to health facilities located within the ZTL for the administration of the anti-Covid-19 vaccine are exempt from the payment for entry into Area C. The derogation and exemption is also recognized for residents within the ZTL who benefit from the same administration at healthcare facilities located outside the Cerchia dei bastioni "Area C" ZTL. It should also be remembered that vehicles used by health personnel (doctors, nurses, pharmacists, health workers) and other categories involved in health emergency management activities are exempt from paying for access.
In consideration of the pandemic situation and the unstable scenario in Lombardy, the reactivation of Area C in this form is set until 31 March 2021, the date of conclusion of the environmental measures of the agreement between the Regions of the Po Valley.
With the reactivation of the cameras in Area C, some changes introduced with a resolution a few weeks ago come into force. The changes were necessary to make the regulatory system of Area C consistent with that of Area B, the limited traffic area almost as large as the entire city temporarily suspended, and with the measures launched by the Lombardy Region to contain smog. It is therefore forbidden to enter Area C for dual fuel diesel-LPG and diesel-natural gas Euro 3 vehicles, in line with the measures of the Lombardy Region.
New rules concern vehicles of historical interest that are up to 40 years old and equipped with a Certificate of Historical Relevance that can enter Area C for a fee.
News also for commercial vehicles and special vehicles. Entry to Area C is permitted for vehicles longer than 7,5 meters if electric and only on an experimental basis until 30 September 2022. Derogation from the entry ban also for motor vehicles for specific transport and for special use fueled by diesel with emission class subject to prohibition, with particulate filter or which certify the impossibility of installing it or for types of special vehicles such as mobile cranes, earthmoving or exceptional transport vehicles for which alternative engines to those powered are not yet available to diesel.
The cameras in Area B remain off and payment for parking in the stalls marked with blue stripes and in the spaces reserved for residents (yellow stripes) is suspended.
