From September 1st, owners of cars for which the bans will come into force will be able to apply to join the Move-In

Milan, May 7 2022 – The pre-operation cycle of the latest cameras installed in Area B ended in April, bringing the number of functioning gates to 188: the perimeter is now completely closed and allows complete monitoring of vehicle entrances into the ZTL.

Created in 2019, Area B is a limited traffic area with a ban on access and circulation from Monday to Friday from 7am to 30pm (excluding holidays) for the most polluting vehicles and for those with a length exceeding 19 meters carrying goods. This is the largest ZTL in Italy and among the largest in Europe which covers approximately 30% of the entire municipal territory and 12% of the resident population and outlines an area with low polluting emissions by gradually and progressively prohibiting the older vehicles and responsible for the most polluting emissions, in particular PM72 and NO2 (nitrogen dioxide), to improve air quality in the city.

The Mobility, Environment and Territory Agency (AMAT) analyzed the flows of cars through the gates, with a particular focus on the month of April and it emerged that last month an average of 614.000 transits per day were detected, of which 0,9%, approximately 5.600 entries, is attributable to those in derogation from the environmental ban who use the 50 entries allowed per year. In the same period, the most congested gates were those in via Enrico Fermi, viale Scarampo and viale Forlanini. During the first day of operation of all 188 monitoring gates, last April 20, approximately 650.000 entries were recorded, corresponding to 400.000 different vehicles.

On average, the daily entries recorded in April during the times in which the bans are active represent 77,2% of the total daily vehicular traffic over 24 hours. The peaks in the admission curve are detected in the classic 'peak' times from 7 to 30 and from 9 to 17. In particular, approximately 30% of the total daily traffic is recorded in the morning peak. Of the transits detected at the Area B gates in February, it appears that the majority were petrol vehicles (19%) followed by diesel vehicles (30%). Bi-fuels are further away (12,6%), while hybrid and electric cars are both at 41%.

The data from the gates also made it possible to count how many polluting vehicles currently enter the city using the 50 permitted annual entries: from the entry into force of the first gates in Area B, in June 2021, to last April 20th, there are a total of 94.456. Of these, 84.220 were those who did not make more than 10 entries (89,2%), of which 45.384 were those who made only one entry. The vehicles that have exceeded 50 entries are 1.494, corresponding to 1,7% of the total number of vehicles that have accessed with power supplies currently in derogation.

For vehicles for which the entry ban will come into force next October, it will be possible to join the Move-In. The registered vehicle will be able to circulate freely in any time slot, up to a maximum limit of km/year established based on its type and environmental class. Until 30 September 2024, free travel of up to a maximum of 2 kilometers per year is foreseen for the Euro 600 petrol vehicles, up to a maximum of 4 for the Euro 1800 diesels, while for the Euro 5 diesels up to a maximum of 2000. Membership of Move-In can be done starting from 1 September 2022, with activation of monitoring from 1 October 2022.

The start of the complete exercise of Area B was also an opportunity to take stock of the camera investigations. The 2020 and 2021 data is influenced by the measures taken as a result of the Covid health emergency which led to the substantial suspension of Area B from March 2020 to the beginning of June 2021.

In 2019, 6.249 sanctions were issued with an amount due of 518.667 euros. In 2020 there were 5.072 corresponding to 420.976 euros, while in 2021 they were 25.726 (2.135.258 euros) and in 2022, data reported from January 17st to March 9.436th, they were 783.188 equal to XNUMX euros.
