Mobility'. From 1 October Area B will join MoVe-In, the environmental experimentation of the Lombardy Region

The exemptions in "Area C" have been extended for goods transport vehicles in the time slot between 8.00 and 10.00 
 

Milan, August 8 2021 – From 1 October 2021, Milan will join the “MoVe-In” (Monitoring of Polluting Vehicles) experimentation of the Lombardy Region regarding Area B, i.e. the ZTL which limits the use of the most polluting vehicles in urban areas from Monday to Friday from 7.30 am to 19.30 pm to safeguard the air quality in the city. 

“The tool adopted by the Lombardy Region to which the Municipality adheres - declares Marco Granelli councilor for Mobility - allows the mileage limits of vehicles belonging to polluting classes to be managed effectively and promptly and at the same time not to penalize those who use their car little, allowing them derogation from the regional and Milan environmental prohibitions to continue using them in case of necessity". 

With the introduction of Move-In also in Area B, anyone who owns an old vehicle subject to circulation restrictions - petrol Euro 0 and 1, diesel Euro 0, 1, 2, 3 - but uses it occasionally will be able to choose between two possible exemptions . In fact, in Area B free entry is already possible per year for 5 days for non-residents in Milan and 25 for residents; alternatively, with Move-In, it will be possible to travel without limits of days but within a certain number of kilometres. 

To join the trial in force throughout Lombardy, citizens will have to register on the regional telematic platform and place a black box on their vehicle which will record the kilometers travelled. In Area B this information will be combined with access through the cameras placed at the access gates for effective and timely control. 

There are gradual changes in the number of kilometers that can be traveled within the perimeter of Area B in relation to the type of vehicle owned and in proportion to the tables defined by the Lombardy Region, for example for a Euro 3 diesel it will be possible to travel up to 1.500 km/year, i.e. approximately 29 kilometres. per week including Saturday and Sunday; for a euro 2 diesel, 600 km/year; for a Euro 1 diesel or petrol vehicle it will be 300 km/year and for a Euro 0 diesel or petrol vehicle it will be 200 km/year. The kilometer counting is carried out every day of the week and 24 hours a day.  

In addition to the exemptions already defined in the Area B regulations, the exemptions that allow healthcare personnel to enter Area B and C and Euro 4 diesels to enter Area B remain in force until the end of the Covid emergency.

The Administration has also decided to extend until 30 September 2022 all the experimental exemptions adopted in Area C for goods transport vehicles which are prohibited from entering the Bastioni ZTL "Area C" in the time slot between 8.00 and 10.00 am. 

The ban on access for goods transport vehicles between 8 and 10 was introduced on an experimental basis in February 2017 to reduce congestion in the morning rush hour and to give impetus to the reorganization of the distribution of goods in the city , the pandemic emergency and the interruptions of the Area C discipline did not allow effective monitoring of the results of the experimentation and exemptions and this is why the deadlines were postponed.
