Mobility. The public notice for sharing electric micromobility is being updated

While waiting for the new tender, ride-hailing companies should be warned not to operate, as they have already been called for a meeting by the end of the month.

Milan, August 16 2019 – Last July the Council started, simultaneously with the entry into force of the Ministerial Decree, the experimentation of electric micromobility – scooters, Segways, hoverboards, skateboards and single wheels. From that moment on, anyone wishing to use their own electric scooter can do so, as long as circulation is limited to pedestrian areas and the speed of the vehicle does not exceed 6 kilometers per hour.

The resolution also provides that the experimentation will be extended to cycle paths, cycle and pedestrian paths and Zone 30 with a speed limit of 20 kilometers per hour. But this will only be possible once the signs (around 200) have been placed as required by the government decree, although the Administration had given an opinion against this increase in procedures and time.

As regards the rental of shared electric micromobility devices, further regulation is necessary and for this reason the Administration is working on a resolution that will establish and regulate the service and the characteristics of the operators, as expressly provided for by the Decree. In this context, also following previous communications, a letter of warning to continue their activity has been sent in recent days to the operators already present with their vehicles on the road, until the documents on the requirements with which they will have to compulsorily comply are approved. .

In order to build a service that is useful to everyone but also safe, before the approval of the resolution, which will establish and regulate the sharing service, reopening the terms for the expression of interest, a meeting has already been scheduled with all the private companies that intend to operate in the territory of the city of Milan, to share the rules of engagement within the experimentation period desired by the Ministry of Transport.

“Our priority is to guarantee the safety of citizens on the streets – explain the deputy mayor Anna Scavuzzo and the councilor for Mobility Marco Granelli –. Electric micromobility is an interesting resource for cities, but scooters, Segways, hoverboards, skateboards and monowheels are not toys and must be regulated. Milan participates in the experimentation with interest but also with attention. The notice will soon be ready through which companies will also be able to request authorization to place shared vehicles in the city of Milan: authorizations to date either never requested or already denied, as the Decree is not yet in force".

In the coming weeks, the call for expressions of interest will therefore be defined, within which companies will also be asked to clearly communicate to users the traffic rules in Milan, the areas and speeds permitted, the absolute prohibitions (such as sidewalks or going against traffic), the obligation to use a reflective jacket in the evening and the ban on its use for minors, with the exception of children aged between 16 and 18 with a driving licence. Companies will also be required to ensure that vehicles on the road are equipped with lights and speed limiters.

“Finally, we would like to recommend to all those who use and will use scooters to park them carefully – conclude Deputy Mayor Scavuzzo and Councilor Granelli –. This is also a safety issue, since they must not hinder the passage of pedestrians, especially those who have walking difficulties or who push prams and strollers. The road is a good for everyone."
