In the next few days the installation of the road signs will be completed and after all the checks the service will be able to start

Milan, 2 December 2019 – The three companies that will be able to provide shared electric scooters in the city from the next few weeks were selected today. At the end of last October, the Municipality of Milan published a tender to select the managers who could carry out the sharing service of electric micromobility devices for a maximum of 2 thousand vehicles operating in the area. The selected companies are  Wind Mobility, Bit Mobility and Helbiz Italia.

The three selected companies divide the total fleet equally, 750 scooters for each operator for a total of 2.250 devices, and to start providing the sharing service they will have to pay the security deposit in the form of a surety and ask for authorization to start the sharing service. activity (Scia) at the offices of the Department of Commerce. At the same time, in agreement with the local police offices, a check will be carried out on the vehicles that will be put on the road so that they actually correspond to the characteristics that the Administration had set out in the tender.

All vehicles must be homologated, equipped with lights, identification number and speed limiters and must be kept in perfect conditions of efficiency and safety for the user.

Scooters and the like may park exclusively in the parking spaces dedicated to bicycles or on the side of the road, where it is not expressly prohibited and in any case always in accordance with the rules of the Highway Code. In the Cerchia dei Navigli, where there is no free parking, scooters will be able to activate and close the rental only in one of the over 4.300 bicycle parking stalls through technological systems created by the management companies.

Please note that there are currently over 32 thousand bicycle parking stalls throughout the city, of which 6.900 are outside Municipality 1 and located in the areas adjacent to the metro stops and 3.350 are located along the cycle paths. Bike stalls are growing continuously due to new installations which also take into account the introduction of new vehicles.

“We have built a system of clear rules and we are completing the installation of the signs on the street so we are ready to start testing the scooters – declares Marco Granelli, councilor for Mobility and Public Works -. Now, together with the companies that manage the service and the citizens who will use it, we want this to be a great opportunity to move easily and sustainably and not risk turning into a danger and inconvenience for oneself and others. There is room for everyone on the street if everyone moves with common sense and respect."

Sharing mobility has favored the use of public transport and contributed to the decrease in private vehicles in favor of the quality of mobility and the environment. Vehicle sharing allows you to reduce the registration rate in the city. The experiments launched some time ago in Milan with diversified fleets of cars, cargo vehicles, scooters and bicycles have given very positive results. The objective of containing polluting emissions pushes us to proceed towards innovation, which is why the Administration aims to develop the service.

The tender, in addition to providing for approximately 2 electric microvehicles in the city, identifies 26 July 2021 as the deadline for testing as required by the ministerial decree. In recent days, the operators of the Municipality's road departments are completing the installation of the signs so that it is clear to everyone which roads are where the use of scooters and other electric microdevices is permitted.

To start its own sharing business, the manager must present certification of subscription of an adequate insurance policy, guarantee that the service is active 365 days a year and available 24 hours a day, that there is a call centre, an emergency service and control of the devices with staff ready to remove or move them within 24 hours of reporting in case of poor service, abandonment or irregular parking, under penalty of removal by the Municipality with penalties charged to the manager. In case of serious non-compliance, the Administration reserves the right to revoke. 

For each scooter, managers must invest 10 euros per year in communication and information to users on the rules of use and the Highway Code, also in a shared form with the Administration and other managers. Furthermore, for each electric scooter it is necessary to deposit a one-off deposit (in the form of a surety) of 25 euros, to guarantee any removal interventions carried out by the Administration and a contribution of 8 euros must be paid to the Municipality for each scooter for the use of public spaces.
