Milan, 23 December 2021 – With a view to inclusion and openness of the city, in compliance with constitutional rights and free religious expression, legality and criteria that protect the Administration, today the Council unanimously approved the guidelines that will be the basis of the tender for the concession of surface rights of the two properties indicated in the Religious Equipment Plan: we are talking about the property in via Esterle 15/17 and the area of ​​via Marignano to be used for the exercise of religious activities.

The path started in October 2019 with the approval of the local government plan by the municipal council has led to today's resolution and will have as its next step the publication of the assignment notice next January. The thirty-year concession of the surface right of the property and the area is expected and will be aimed at religious associations and communities, individually or in the form of a temporary grouping. The recipient will be able to obtain only one lot.

"Today's resolution is one of the pieces of the path started by the Municipality of Milan for an open, plural and inclusive city, which ensures respect for the constitutional right to freely practice one's religious faith – underlines the deputy mayor with responsibility for community relations religious, Anna Scavuzzo – to outline the guidelines, particular attention was paid to some themes also underlined by the municipal council, such as the maximum openness to participation, the simplicity of the evaluation criteria, the attention to the recognizability of the proponents and the rooting in the city of communities that are currently without a place where they can carry out their religious activities. Obviously, compliance with the principles of transparency and legality will also be required with regard to consistency with current urban planning regulations".

Among the issues on which the most attention has been paid are, for example, the forfeiture in the case of improper use of the structures or for activities other than those foreseen by the concession. Furthermore, the obligation, at the time of submitting the application, to indicate the beneficial owner in accordance with the provisions of the Anti-corruption Plan of the Municipality of Milan, was made explicit, and as usual, constant monitoring of the activities will be carried out for the entire duration of the contractual relationship.

The property in via Esterle 15/17, which has approximately 1.500 square meters and is located in the north-eastern quadrant of the city (Town Hall 2), will be put up for tender with a basic tender amount of 480.162,00 euros; the area of ​​via Marignano, of approximately 3.400 square meters and located in the south-eastern quadrant of the city (Town Hall 4 - near the MM3 San Donato stop), will have a starting price of 394.972,00 euros. The successful bidder will be able to pay the sum in two ways: in a single installment or in three installments, upon presentation of a surety bond.
In assigning the points, rewards will be given to subjects who demonstrate that they do not own properties in the area for which they propose to become concessionaires and will be asked to prove the active presence of the community in the Milan area.
