Public Works. Energy redevelopment interventions in 18 schools

The guidelines for the contract with Edison next government SpA have been approved

Milan, May 19 2023 – The Municipality of Milan will intervene with energy requalification works in 18 school facilities thanks to an agreement with Edison next government SpA. The Council has approved the guidelines for the amicable out-of-court settlement of the dispute pending before the Court of Milan between the company and the municipal administration in relation to the regulatory contract for the mixed concession of goods and services for the management and energy requalification of school buildings in Milan.

The interventions will be used for the creation of thermal coats, insulation of attics, replacement of windows and heat generators, installation of thermostatic valves, remote control systems, LED lighting fixtures, photovoltaic solar systems, replacement of radiators.

This brings us closer to the end of the story that began in 2012 when the Municipality and Province of Milan stipulated an agreement for participation in the "Energy efficiency covenant of majors" pilot project which provided for EIB financing at subsidized rates. The Province of Milan awarded the concession to PVB solutions SpA (now Edison next government SpA) by signing a regulatory contract on 10/10/2014 and undertaking to sign the operating contract with the Municipality of Milan within 60 days.

The municipal administration, considering the offer no longer convenient after an evaluation of the same services offered in the Consip Agreement, both from a technical and economic point of view, decided not to proceed with the stipulation of the contract and was sued in court. .

The technical components of the Municipality and Edison have started negotiations, aimed at an amicable settlement of the dispute which will allow interventions to proceed in 18 school buildings in Milan. The agreement provides for the settlement payment of a total "fixed contribution" by the municipal administration equal to 1 million and 350.000 euros, the updating of the Economic and Financial Plan (PEF) and the recognition of the consideration for the interventions envisaged through annual fees and contributions.

"Thanks to this agreement it will be possible to put an end to a long dispute involving the municipal administration and proceed in the coming months with important energy redevelopment interventions in 18 Milanese schools", declares Pierfrancesco Maran, councilor for housing and public works.
