Public Works. CoViD-19 emergency, acceleration and simplification of payments for open construction sites

Milan, 14 April 2020 - In support of the companies currently working on the public construction sites active in the city, the Administration has decided to exceptionally proceed in this emergency phase with the accelerated payment of the progress reports (SAL), which will take place upon request, in time shorter and upon reaching 50% of the amount foreseen in the tender specifications.

This measure follows the payment facilities for companies operating on construction sites that are currently suspended and launched last April 3rd.

"We have approved a series of measures - declares Marco Granelli councilor for Mobility and Public Works - which inject liquidity into the system of companies operating on necessary construction sites in Milan and allows them to proceed with the payment of the salaries of workers and suppliers".

Out of over 300 construction sites in place in Milan in the pre-CoViD-19 emergency period, today there are around seventy active that operate in strict compliance with all public health and safety requirements for the containment of the epidemic, established by the competent authorities national and regional to protect workers. Despite the partial operation of some companies, the emergency is already producing evident negative effects and will also have significant economic and social repercussions on the entrepreneurial fabric of the construction and infrastructure sector and on the related related industries, producing in some cases consequences that cannot be ensured in time. productivity recovery is short. For this reason, the Municipality believes it is important to support the activities also in view of the future easing of the quarantine.

The measure, as defined in the resolution, allows payments to be made upon reaching 50% of the amount envisaged in the tender specifications, to also add the various application contracts belonging to a single framework agreement, to liquidate the sums at the end of the bimonthly instead of quarterly or quarterly as required by the contracts; some procedural simplifications are also envisaged. The support extends to contracts that will be delivered or resumed in this emergency phase, without prejudice to the maturation of credits by 31 July 2020.

The companies owned by the municipal administration will receive instructions to proceed in line with these measures to promote similar initiatives to support businesses.
