Rights. An observatory and a plan to combat all discrimination, a call from the Municipality to strengthen the protection of citizens 

Milan, August 29 2021 - Strengthen the protection of human rights and the fight against all forms of discrimination as pillars for the development and growth of social life in the city. 

With these objectives, the Council has decided to establish a new service, the Anti-Discrimination Observatory, which will also have to develop an 'Anti-discrimination Plan of the Municipality of Milan' so that it becomes the instrument on which to base policies for the promotion of rights and equal opportunities. 

The Observatory must be an inter-departmental tool, also making use of the participation of Universities and Study Centers and carrying out research, data collection and processing activities, promoting cultural, information and citizenship training initiatives through campaigns on the topic, especially aimed at young people and schools, work in networks with other bodies at all territorial levels and in collaboration with the Third Sector to promote actions and strategies to combat all forms of discrimination. Training courses will be promoted to raise awareness of rights and to promote equal opportunities for all and against discrimination of any kind (gender identity and sexual orientation, ethnicity, religion, disability, age, nationality). 

It will complete and strengthen the activity of the Casa dei Diritti in via De Amicis, founded in 2013 with the aim of providing answers to victims of violence and discriminatory behaviour, with which it will work in close connection and with which it will also share offices.  

Today, the House of Rights is the headquarters of the network to combat gender-based abuse and violence, of the anti-trafficking project "Derive & Approdi" as well as of Casa Arcobaleno and Rainbow Desk. 

The Plan must outline aims, objectives, strategies, operational tools to be used, define methods of monitoring and evaluating the actions undertaken. It will essentially be the planning tool and definition of guidelines and activities, while the Observatory will have to become the place for monitoring the phenomenon and collecting data but also for promoting culture. The direction of the operations will always be the municipal administration. 

To give life to these new tools, a tender will soon be published for the co-design and management of the Observatory, as well as for the development of the Plan which will last two years, until December 2023. For the same period, the overall expenditure presumed is 85 thousand euros.
