Decentralization. The new observatory on municipalities has been established

Milan, 9 February 2022 – The new Observatory on municipalities has been established, which includes the councilor with responsibility for Decentralization Gaia Romani, a representation of the Municipality Presidents composed of Mattia Abdu (Municipal 1), Stefano Bianco (Municipal 4) and Giulia Pelucchi (Town Hall 8), and of municipal councilors, Alice Arienta, Samuele Piscina, Natascia Tosoni, the General Secretary and the General Director, the managers responsible for managing the municipal budget, human resources and decentralization.

The Body has the task of supervising the continuation of the implementation process of administrative decentralization, verifying the level of execution and proposing modifications and additions to the Municipal Regulations, identifying new functions to be attributed to the municipalities, with a view to further implementing their autonomy.

The Observatory works alongside another body, the Permanent Conference of Presidents, which acts as a link between the activities of the central municipal administration and the municipalities and as a moment for the participation of the latter in the elaboration of the main planning acts falling within the competence of the Municipality .

Both bodies are functional to a path already started in the last mandate which aims to determine an ever greater responsibility of the municipalities and consequently a valorization of the neighborhoods in the choices of the central Administration. In particular in the aspects that refer to the management of local problems; to the activities of detection and analysis of community needs; the planning, organization and control of the services provided; to the relationship with the citizen for information on activities, interventions and services; to the consultation and promotion of the participation of citizens and their representatives in the definition of policy and planning tasks.

It is an essential tool that will guide the complex process of decentralization, already implemented in the last mandate. A new and important stage in a process carried out in recent months, which has already seen the convening of 11 Conferences of Presidents, with whom we have shared the strategic lines and implemented coordination between all councilors and the local level".
