Decentralization. The first training course for councillors, councilors and municipal councils is underway

Milan, June 27 2022 – How municipalities work, what is their structure, what are the planning acts on which they are called upon to express themselves. The series of meetings "Decentralization Training" which starts tomorrow, Tuesday 28 June, aims to answer these and other questions.

The objective of the course, structured in six modules of two hours each, is to provide knowledge on the functioning and administrative structure of the Municipality of Milan and the nine municipalities.

“Decentralization training” is the first of its kind to be promoted by the Milanese administration and gives the 'start' to a mutual training path, which in the future will also involve councillors, councilors and the municipal council.

In fact, training itself represents one of the three pillars - together with the valorisation of decision-making places, such as the Observatory and Conference of Presidents, and the codification of precise practices - at the basis of the resolution on the decentralization and valorisation of municipalities passed last March.

“We have made a precise commitment – ​​explains the councilor for Decentralization Gaia Romani – to build an administrative model in which the Municipality and municipalities work in an even more synergistic way, simplifying processes and shortening response times to citizens. Building a Milan that enhances the identities of its neighborhoods and those who live there is the objective underlying our work on decentralization; an objective that we can only pursue if we allow the two levels, central and local, to dialogue and be complementary. And this only happens if the ruling class is valued and supported, also through initiatives like these."

The course will target the 270 members of Milan's municipal councils and governments; Leading these training sessions there will be managers but also experts from the Administration who will have the role of putting the notions on the functioning of the Institution into practice.

The first session, focused on the module entitled "Skills, functions and processes typical of municipal bodies", will be held tomorrow from 18pm to 20pm, in presence in the Conference Room of Palazzo Reale and via teams, to allow even those who cannot physically participate to access the course. The speakers will be the Deputy General Secretary and the Director of the Civic and Municipal Services Directorate.    

The second lesson, which will take place on 12 July, will be dedicated to the financial and accounting system, the third to the theme of Communication, the fourth will be aimed at in-depth analysis of the three-year plan for public works, the fifth to municipal initiatives and the last it will focus on the organizational structure of the municipalities and the Municipality.
