Town Council. The Regulation for the management and care of common goods has been approved

Starting after a 14-month experiment which saw various interventions carried out in the city on public green areas, redevelopment and urban regeneration

Milan, May 20 2019 – With 28 votes in favor and 7 abstentions, the City Council approved the Regulation on the regulation of the participation of active citizens in the care, shared management and regeneration of urban common goods.

After an experiment lasting 14 months, the collaboration agreements are officially regulated and available to citizens, associations, informal groups and neighborhood committees who want to start a journey with the Municipality of Milan to take care of and redevelop public spaces, green areas, disused properties or degradation.

Several interventions have already been carried out which have demonstrated the effectiveness of this tool:

  • the redevelopment of via Abbiati, in the heart of the public housing district of San Siro (Town Hall 7), with the installation of parking deterrents, furniture and tactical urban planning activities on the proposal of the associations Mapping San Siro (Polytechnic University of Milan), Temporiuso, Alfabeti ONLUS and the collaboration of Retake Milano, S. Siro neighborhood laboratory and Custodi sociale;
  • the program for the periodic removal of graphic vandalism in the Lampugnano bus terminal, (Town Hall 8), together with the private concessionaire, the Retake Milano association and the collaboration of Erasmus students;
  • the creation of a neighborhood library in an apartment confiscated from crime in viale Espinasse 106 (Town Hall 8), at the end of a participatory process with the Circola e Ascoltoattiva association, which recently started its activity;
  • an agreement for the care and urban regeneration of the "Garden of Cultures", between via Morosini and via Bezzecca (Town Hall 4);
  • the program of care and management of the flowerbeds and greenery in via Mompiani (Town Hall 4), with active citizens of the ALER blocks, Neighborhood Laboratory, Social Custodians, Labsus association, Italia nostra Milano and the support of the "The city around" program of Cariplo Foundation;
  • the tactical urban planning interventions in the Porta Genova area (Town Hall 6) by the Neighborhood Plan direction and the "Repubblica del design" project in Piazza Alfieri, near the Bovisa FNM station, promoted by the Politecnico di Milano Campus Bovisa (Town Hall 9) with the contribution to the redevelopment of the neighborhood of a creative association active in the area.

Added to these are another 14 collaboration agreements in the advanced investigation phase and close to signing the agreement and several other proposals have already been presented to the municipal administration.

Citizens interested in proposing a collaboration agreement with the municipal administration can write to partecipation@comune.milano.it, reply to the periodic notices published on the website of the Municipality of Milan in the dedicated section. The Participation Office will carry out the preliminary procedure with the competent departments and any third parties involved and will verify the possibility of signing the agreement. For active citizens, insurance coverage is also available for illness, accident and civil liability for damage caused to third parties or to the assets covered by the collaboration agreement.
