Town Council. Welfare development plan approved

Milan, September 26 2019 – The City Council, with 29 votes in favor and 10 against, approved the new Welfare Development Plan 2018-2020, a document that describes the demographic and social transformations of recent years, describes the work that has been carried out and the objectives on which the Administration intends to commit to the future. 

“The Milanese welfare system – declares the councilor for social and housing policies Gabriele Rabaiotti – has evolved in recent years by implementing new services and new opportunities for citizens, starting from the creation of the WeMi platform and physical spaces for access to home services. The Welfare development plan approved today after a discussion in the Chamber which I greatly appreciated, however, takes note of the emergence of increasingly new and complex needs in relation to the rapid transformations of society. We try to respond to these needs through this broad document which had a very participatory genesis, with the precious contribution of the Municipalities, the City Council and the Third Sector associations".

The document, in fact, also consists of a part created thanks to co-planning with the Third Sector Forum which called together the representatives of social cooperatives and local associations who, dividing themselves into working groups, produced documents incorporated into the text the final. 

The Chamber made several changes to the document through the 107 amendments discussed: in the part dedicated to the promotion of rights and the fight against discrimination, the commitment was made to extend to lower secondary schools, in agreement with Ats, the psychological listening desks currently active only in high schools, also providing students with training opportunities for the prevention of sexually transmitted diseases, orientation to local services and sexual education. We are also committed to encouraging the development of training activities and psychological support for gambling-related addictions. Also in this context, the proposal to include Pride week, which has been held in Milan for many years under the patronage of the Municipality, within the week program proposed by the Administration, was approved.

As regards the new welfare interventions in favor of the most vulnerable, the Administration has undertaken to evaluate the experimental establishment, if compatible with the spending possibilities, of a specific municipal fund to provide benefits that cover some dental expenses for Milanese citizens with an ISEE of less than 9 thousand euros and to introduce the practice of at least two free and compulsory pediatric dentistry filter visits for minors between the ages of zero and twelve. 

As regards the use of municipal spaces, the proposal to integrate orientation desks to find out about the activities of social services in the spaces of the House of Rights in via De Amicis was accepted.
