Milan, October 14 2019 – With 26 votes in favor and 12 against, the municipal council approved the Territorial Government Plan including the new Plan Document, the variant of the Service Plan, including the Plan for Religious Equipment and the variant of the Rules Plan.

“The city council has approved a plan - declares the councilor for urban planning Pierfrancesco Maran - which looks to Milan 2030, setting three priority objectives: home, environment and suburbs. These are the three points on which this PGT marks the difference compared to the past and the three needs of a city that is growing in number of inhabitants and attractiveness, which must respond to the need for houses for rent at affordable prices, the demand for greenery, the need to improve the quality of life in all neighborhoods. Three needs to which the Plan gives concrete answers, setting rules that will lead to an increase in the supply of social housing and public housing, a reduction in land consumption by 4% compared to the current plan with the creation of 20 new parks, the regeneration of buildings, which according to rules that anticipate the objectives of the C40 Cities network must have zero C02 emissions, the redevelopment of squares and strategic areas of the city, the recovery or demolition of abandoned buildings. I thank all the councilors who in recent months have given their contribution to the definition of a plan that will make the Milan of 2030 more inclusive, sustainable and polycentric".

Among the main changes made to the Plan through the amendments of the City Council, the counter-deductions, the observations presented in recent months by citizens and bodies: the increase to 75% of the areas to be allocated to greenery in the Piazza d'Armi area (percentage already raised from 50% to 70% in the observation phase) and the relative elimination of the indication of the proposed implementation plan presented in 2017; the obligation for new buildings (including those with demolition and reconstruction) to have zero CO2 emissions; the identification, for renovations, of a minimum threshold of the required climate impact reduction index, achievable through the creation of green roofs and walls and depaving interventions, beyond which it is possible to monetize (these resources will be allocated to the creation of the Great Metropolitan Park and depaving interventions); the cancellation of the right to create services in indirect appurtenances for urban greenery; the elimination of the possibility of creating large sales structures in the areas intended for large urban functions in Ronchetto and Porto di Mare and in the Ancient Training Centres; the possibility of creating large sales structures near the squares to be regenerated only if the mezzanines of the underground stations are involved; the impossibility of creating urban functions in buildings intended for public housing; the redefinition of the timeframe, from 24 to 12 months, for a decommissioned building to be considered dangerous for public safety and health; the provision of areas used for public parking in the areas adjacent to the circle line stops.

The Plan is divided into 5 main objectives and identifies the strategies to achieve them.

1. A connected, metropolitan and global city. Urban growth will be linked to the development of public transport infrastructure, according to a logic that wants the greatest possible number of people to live and work within a short distance of a public transport stop. The Plan therefore identifies 13 strategic interchange nodes to be regenerated: Comasina, Bovisa, Stephenson, Cascina Gobba, Centrale, Garibaldi, San Donato, Rogoredo, Famagosta, Bisceglie, Lampugnano, Molino Dorino and Bonola. At these nodes it will be possible to exceed the maximum building index of 1 m0,7/mXNUMX foreseen in highly accessible areas of the city (the maximum index in the less accessible areas is instead set at XNUMX mXNUMX/mXNUMX) through interventions that improve the quality of public space and the creation of social residential housing.

2. A city of opportunities, attractive and inclusive. San Siro, Goccia-Bovisa, Piazza d'Armi, Ronchetto, Porto di Mare and Rubattino are the 6 areas of the city that will develop starting from the establishment of "Large Urban Functions" such as hospitals, sports facilities, urban parks, administrative headquarters . At Goccia-Bovisa, where planning for the expansion of the Polytechnic is already underway, and in Piazza d'Armi, whose surface area will be 75% green, two large public parks will be created. As established during the acceptance of the observations, the Trotto area will develop independently of San Siro and the Ronchetto perimeter has been redefined to safeguard the agricultural territory and provide for development in correspondence with the former quarry. A Bovisa-Villapizzone sub-area is also planned, the development of which will be linked to the strengthening of the energy systems serving the city network. The building index in all these areas is set at 0,35 m10.000/m35. The fundamental theme of the plan is housing: the Plan increases the share of compulsory social housing (in interventions of over 40 m4.0 of surface area), which goes from XNUMX% to XNUMX%, of which half for sale and half for rent. A change aimed at calming prices and offering real solutions for the middle classes, young people and families who cannot access the free market. For the same purpose, it is possible to exceed the maximum building index in the accessible areas of the city through the construction of social housing for rent, for sale of a subsidized type and co-housing and by reducing the request for provision of services for free housing interventions , provided that a rental fee is foreseen. Innovative measures also with regards to work: the change of intended use between the production, tertiary, hospitality and private services categories is also assimilated, to increase opportunities for young people, in particular linked to the XNUMX economy.

3. A green, livable and resilient city. The new Plan provides for a reduction in land consumption by 4% compared to the current Plan, to be achieved through the restriction of over 3 million square meters of areas to agricultural use, the expansion of the southern park by approximately 1,5 million square metres, the creation of the large Metropolitan Park through the ecological connection between the North park and the South park, the creation of at least 20 new parks and a forestation plan that will bring 3 million new trees to the Metropolitan City. As regards buildings, all new buildings (even in cases of demolition and reconstruction) must be ZeroCO2. A Climate Impact Reduction index is also introduced which can be achieved through a series of solutions such as the creation of green roofs and walls and depaving interventions. If these objectives are not achieved, it will be possible to monetise the difference, which will be reinvested for the Metropolitan Park, for the forestation project and for depaving interventions in the city. 

4. One city, 88 neighborhoods to call by name. The 88 neighborhoods of Milan will be enhanced through the regeneration of squares, public spaces and the offering of services to citizens, with the aim of overcoming the territorial and social gap between center and suburbs, creating an increasingly polycentric city. To this end, in addition to the reopening of the Navigli and the redevelopment of the railway yards, 7 squares have been identified which will have to be regenerated with interventions capable of improving their design quality, walkability and attractiveness: Loreto, Maciachini, Lotto, Romolo, Trento , Corvetto and Abbiategrasso. In these areas characterized by wide accessibility it will be possible to exceed the maximum building index (1 m0,7/mXNUMX instead of XNUMX mXNUMX/mXNUMX) through the creation of Social Residential Buildings for rent.

5. A city that regenerates itself. The Plan identifies some "Urban Regeneration Areas", areas on the edge of the territory which will have to be enhanced with interventions aimed at recovering the degraded building heritage. The recovery of 3 public residential buildings and the construction of approximately 1.300 homes at discounted prices in 9 areas of the city are also envisaged, in addition to the 2.200 already envisaged as part of the redevelopment of the railway yards and the 4 in the other plans already approved. Finally, severe measures are envisaged on the front of abandoned buildings, providing for the loss of existing volumetric rights and the assignment of the single building index of 0,35 mXNUMX/mXNUMX for those who leave the buildings in a state of decay.

The Territorial Government Plan includes the Plan for Religious Equipment (PAR) as required by Regional Law 12/2015. The PAR provides for the identification of 20 new places of worship of which 3 new Catholic churches (Cascina Merlata, Expo and Rogoredo Montecity areas), 15 of other religious denominations and 2 possible new places in municipal areas which will be assigned through a tender open to all the religious confessions (via Marignano and via Esterle).
