New rules for more efficient and rapid procedures, both for occupancy licenses for public entertainment venues and for temporary events taking place in the city

Milan, May 24 2021 – The new Regulation of the Municipal Supervisory Commission has been approved by the City Council, which since 1990 has been responsible for the technical assessment aimed at issuing the occupancy license for public entertainment venues and for temporary events taking place in the city .

The Regulation, whose structure dates back to 20 years ago, was subjected to an update process by a large working group which brought together various areas and sectors of the Municipality of Milan.

"The structure and functioning of the Commission dates back to the 2011s, when the national legislative context and the Milanese event and entertainment production system were completely different – ​​declared the deputy mayor and councilor for Security Anna Scavuzzo and the councilor to Culture Filippo Del Corno – Until the early XNUMXs there was in fact a clear majority of indoor entertainment venues with stable and continuous activity, while for ten years now there has been a more balanced city system deeply based on temporary activity and largely outdoors. From XNUMX onwards, and even more rapidly after Expo, events and temporary exhibitions in the city have multiplied exponentially thanks to the numerous widespread festivals, the format of cities, weeks and many more investments by private partners in the Milan area made in synergy with the Administration".

The revision took place following an internal discussion and dialogue with local operators, with the result of a text modified both from a technical-regulatory and substantial point of view, in order to more efficiently combine compliance with the safety regulations with the need for development and relaunch of the city, in particular after the difficult situation caused by the Covid emergency.

Therefore, the areas addressed are different: the updating of procedural rules in the face of the new reality and new rules; greater representativeness in the composition of the Commission, which could also be enriched by representatives of temporary event operators as well as traditional trade associations; the division of the processes handled by the Commission for the evaluation of definitive usability from those for temporary licenses for the purpose of speeding up the processes; the reduction of the timing for certain categories of initiatives (in particular, for temporary events with a capacity of less than 200 seats); the digitalization of the practice, from the request to the issuing of the authorization, thanks to the integration with the current digital process of the SUEV.
