Councilor Limonta: "Greater safety in schools with the planned management of interventions"

Milan, July 20 2021 – The resolution on the guidelines for entrusting the ordinary maintenance of school buildings under the responsibility of the Municipality of Milan to MM for 25 years was approved in the City Council. 

Since January 2020, the management of ordinary maintenance has been entrusted to MM who has taken care of it through contracting companies. This innovation has undoubtedly given positive signals, such as the activation of a CRM (Customer Relationship Management) service with the aim of progressively improving the planning and implementation of the necessary interventions and greater efficiency and effectiveness in the coordination of interventions with the 92 % of jobs completed compared to 66% carried out by contractors alone, with an increase in monthly interventions and an average reduction in waiting times. 
At the same time, the use of IT systems has allowed timely access to information, encouraging analysis of the situation and better management of maintenance. And the provision of a "Web Portal", directly accessible by school structures and municipalities, has also allowed direct information on intervention times and the progress of the resolution of reports, guaranteeing greater transparency. 
However, the entrusting of the works to third-party companies highlighted a lack of full efficiency. First of all, due to the difficulty in dealing with complex interventions which often required the execution of a plurality of processes at the same time. A problem also linked to the fragmentation in the structuring of public contracts divided and awarded for specific types of work which has led to coordination difficulties. 

For these reasons it was decided to entrust the management and maintenance service of school buildings to MM for the next 25 years, for an economic consideration of 7 million and 953 thousand euros per year, excluding VAT. 
The operational structure of MM Spa will guarantee overall, for all the years of the agreement, the execution of 5.407 annual maintenance interventions, the number of which satisfies the annual maintenance needs of the school assets, estimated at approximately 5 thousand interventions. The management of the service will be carried out through the acquisition of suitable human and instrumental resources, the provision of a dedicated corporate structure and structures divided into municipalities. 

“Our final objective – explains Paolo Limonta, councilor for school buildings – is to plan interventions more and more effectively, moving from an emergency approach to planned management, so as not to have to chase needs. Benefiting from significant economies of scale and the possibility of optimizing the use of available resources will allow us to ensure ever greater safety in schools. All of this, obviously, under the constant monitoring of the municipal administration."
