Milan, September 13 2019 – The new tender for the assignment of public housing (now called Public Housing Services, with the acronym of Sap) available in the city will open on Monday 16th and close on December 2nd.
The notice will be the first completely renewed, as required by regional law 16/2016 and the related regulation, starting from the method of submitting the application, which must be submitted exclusively online, and the mechanism that governs it: from now on moving forward, in fact, it will be the housing supply that will guide the assignments. By accessing the appropriate IT platform, the candidate will find the description of the apartments available (including information on the location, the usable residential surface area, the type of heating method, the estimate of costs for services, the owner body, Municipality with MM or Aler management, and on the number of requests already received) and will choose those for which to apply, up to a maximum of five units.
200 apartments owned by the Municipality and managed by MM will be put up for tender, 200 apartments owned and managed by Aler plus another 57 (of which 40 by Aler and 17 by the Municipality) in a "de facto state", whose renovation costs are at burden of the tenant.

A portion of these, equal to 20%, will be dedicated to families declared indigent. Those, that is, who have an ISEE income equal to or less than 3 thousand euros together with at least one of the following conditions: the presence of an over 65 year old in the household, the presence of a person with a declaration of invalidity or disability equal to or greater than 66%, one or more dependent minors. The certification of poverty will be made through the Social Services and, in the case of assignment, for the first 36 months the institutions will bear the costs of rent and expenses by drawing on regional funding. Another share, 10%, will be dedicated to the law enforcement category.
Once the tender has been closed, the Municipality and Aler will proceed to draw up the rankings of the waiting list separately, and following the criteria established by the regional regulation: awards are reserved for the elderly, single-parent families, those of new formation, while the assigned scores increase with the number of years of residence in the Lombardy region and in the municipality where the accommodation for which the application is submitted is located.

Until the new ranking for assignments is completely drawn up, the current one will remain in force, compiled on the basis of the last available call, the twenty-first, which closed last December.
“We are aware of the difficulties that every change entails – says the councilor for social and housing policies Gabriele Rabaiotti -. The experimentation had highlighted several critical issues, even though it was carried out in municipalities much smaller in size than Milan. The Housing Directorate and the Social Policies Directorate have worked hard to manage the new tender drawn up by the regional law in the best possible way, without renouncing to submit some issues of the new approach to the Region, which has nevertheless demonstrated a spirit of collaboration. The same one that allowed, for example, the training of employees for the management of the tender done together with Aler. For us it is crucial not only not to interrupt the assignment of homes to families who have been waiting for a long time, but also to be able, once the test of the first call has been passed, to be increasingly faster and more effective in the response. I hope that the new model does not slow down the assignment system, it would be a serious responsibility for the Lombardy Region".
