Home. Access criteria for hotels have been expanded for those in housing emergency

Rabaiotti: "The objective is to fully exploit the resources so that no one remains on the streets"

Milan, July 23 2019 - The number of people who will be able to benefit from temporary housing solutions to respond to the needs of those in a housing emergency is expanding. With a resolution Palazzo Marino it has in fact broadened the criteria for accessing affiliated hotel facilities and making them available, on a temporary basis, to those who have lost their homes.
In previous years, due to the constraints imposed by the relevant resolutions, the requirements for accessing the extraordinary measure were very stringent and referred exclusively to those assigned to social housing waiting for accommodation and to those left homeless due to sudden and unforeseeable events. . This meant that the funds made available in 2017 and 2018 were not used in full. Last year, for example, only 27 families were able to benefit from this measure, for a total of 57 people.

With the new provision, however, the Administration sets broader criteria that will allow access to a greater number of families in a state of emergency. The benefit may also be granted to those who, following an eviction/foreclosure order or sudden events that determine the need to vacate properties, remain homeless, even if the person or group concerned has not applied - and therefore is not found in the ranking - for the assignment of public residential housing. Furthermore, particular attention is paid to those who are in financial difficulty, with an ISEE of less than 26 thousand euros, and do not own a home suitable for resolving the emergency in the Lombardy Region. The benefit may also be granted to people aged 65 or over, or with a disability of 66% or more and to families with minors.

Cost sharing is also envisaged, albeit to a small extent: a minimum and variable contribution based on income which will then be largely integrated by the Municipality. In this way there will be the possibility of further expanding the number of beneficiaries of the measure.
The identification of hotels in the municipal area available to provide hospitality to families will be carried out through a notice aimed at collecting expressions of interest, and the suitable solution for each family unit will be found from time to time following the criteria of geographical proximity compared to the previous one. domicile and economics.

“The purpose of this provision - declares councilor Gabriele Rabaiotti - is to ensure that the resources available for the housing emergency are fully exploited and that the interventions also intercept new forms of social need, taking into account those with particular fragility. The need linked to housing is also evident from the numbers of the Task force's activity which sees the operators of the Housing and Social Policies Departments working together who, since May 2019, have received 144 requests for accommodation from evicted families. For this reason it is necessary to develop increasingly rapid responses to the emergency that go hand in hand with the commitment to find more structural and long-term solutions so that no family remains on the streets."
