Balance. The new regulation for the collection of taxes from the Council

The resolution which provides for new forms of installment payments and streamlining of procedures is now being examined by the City Council. Tasca: “An updated system will also help taxpayers” 

Milan, March 22 2021 - The council approved the modification of the Regulation for the management of municipal revenue collection. An act provided for by Law n.160 which redefines the progress of the collection activity while maintaining the principles of fairness, effectiveness and transparency unchanged. In particular, new features have been introduced which concern greater attention to families and individuals in a state of economic hardship, with some methods such as installment payments, compensation between debts and credits and the redefinition of the compulsory collection procedure.

The proposed resolution now passes to the City Council for final approval.

“The new regulation arrives at a good time given the difficult economic situation in which many Milanese families and businesses find themselves - states Budget Councilor Roberto Tasca -. We will have an updated and better tool to manage collection more effectively for the Authority, guaranteeing the revenue that is due and seeking mediation that provides various opportunities for taxpayers in difficulty".

The objective of the resolution moves along several lines: the streamlining of procedures and collection or non-collectability times, the incentive for spontaneous fulfillment of payments, the reduction of collection times and the increase in the effectiveness of the activity of tax evasion recovery.

A broad program to be applied also thanks to the simplification of obligations, "bringing" the offices virtually and digitally to the citizen, making information simpler and more usable, through tools such as the taxpayer's file, the virtual and telephone help desk, which will further bring the taxpayer and the Municipality regarding transparency.

Among the most significant changes is the redefinition of the methods for requesting and issuing installments. The maximum duration of the installment plans will in any case not be less than thirty-six monthly installments for debts of amounts exceeding 6.000,01 euros. There is also the possibility of submitting the request electronically and elements of flexibility are introduced to deal with conditions of extreme socio-economic hardship.
