Area B. From Tuesday 7 January ten new cameras will come into operation

Milan, January 2 2020 – From Tuesday 7 January, ten new cameras will come into operation in the pre-operation phase along the borders of Area B. This is the first step in activating cameras which envisages the installation and entry into operation of all access detection devices in the 187 gates that make up the perimeter of the restricted traffic zone launched last February 25 to prohibit entry to the most polluting vehicles up to Euro 4 diesel.

During the January-February-March quarter, approximately 73 cameras will be activated in addition to the 15 already operational. In May 2020, however, the cameras of the next batch for which the contract is currently being awarded will gradually begin pre-operation. Thus, by 2020 the network of 187 cameras positioned at the Area B gates, already indicated today with vertical signs, will be completed. 

With the launch of Area B, 15 cameras were turned on (Anassagora, Pirelli, Sarca, Giuditta Pasta, Gallarate, Tofano, Basel, Zurich, Gonin, Baroni, Cassinis, Rogoredo, Carlo Feltrinelli, Mecenate, Fantoli) and in recent months it was the installation, connection and configuration of most of the new devices has been carried out and in recent days they have received all the ministerial authorizations, therefore on 7 January the usual 30-day pre-operation period will begin, at the end of which the counting of the numbers will begin entrances and sanctioning activities for vehicles whose access to Area B is not permitted. The new ten cameras are located in via Corelli, Camillo and Otto Cima, Rubattino, Caduti di Marcinelle, Monneret de Villard, Carnia, Palmanova and Palmanova at the railway bridge, Cambini, Clitumno.

The group of ten cameras for the following week (13 January) will be positioned in the following locations: via Assietta, Gabbro, Bovisasca, Oriani, Certosa 1 and Certosa 2, Bressanone, Gallarate, Capodistria, Montefeltro. Therefore from 6 February 2020 there will be 25 Area B cameras in full operation and from 12 February 2020 there will be 35.

"With Area B, the bans on access to the most polluting cars came into force and in recent months we have seen a decline in vehicle access to the city oscillating between 10% and 15%, compared to January 2019 - declares Marco Granelli councilor to Mobility - We want the air quality of Milan to progressively improve and fine dust emissions to be reduced, which is why we have created Area B and defined the rules of access to the city. Our objective is that everyone can move around in an always more sustainable thanks above all to increasingly accessible public transport, sharing mobility, incentives for the use of bicycles. We have also made economic incentives available to citizens and businesses for the replacement of the car fleet and building heating systems. And as far as we are directly concerned, we have asked ATM for the progressive replacement of public transport buses with electric vehicles and Amsa for the use of methane vehicles".  

All the gates are connected to a computer system which also allows you to register and check whether your car can enter Area B, keep track of the number of accesses still possible from the package of 50 available to each motorist for the first year of activation of the ban and 25 (or 5 for residents outside Milan) for the second year and carry out all the procedures relating to the ZTL. The control system for environmental bans in Area B was developed in collaboration with the General Directorate for Road Safety and the General Directorate for Motor Vehicles of the Ministry of Infrastructure and Transport.   

Area B concerns approximately 72% of the entire municipal territory and 97% of the resident population, an area with low polluting emissions which gradually and progressively bans older vehicles responsible for the most polluting emissions, in particular PM10 and No2 (nitrogen dioxide), to improve air quality in the city. By 2030 Milan will be diesel car free. Area B is active from Monday to Friday, from 7am to 30pm, excluding holidays.

We remind you that in order to allow everyone to adapt to the rules of Area B and without penalizing the occasional use of the car, there are some concessions for particular types of vehicle, also depending on use. In particular, in the first twelve months of implementation of each step of the provision, everyone has fifty days of free movement, even non-consecutive ones. Upon first access, the motorist receives an alert via post which explains how the measure works, inviting him to comply but also to register on the portal to check and manage the available access. From the second year of entry into force of each step of Area B, residents of Milan and businesses in the city have 25 days a year of free movement, including non-consecutive ones, after registering in the online system, all the other five days. Only when the days of free movement are exhausted is the sanction triggered. Furthermore, a black box system has been activated for street vendors, currently 267 black boxes have been applied to as many vehicles; of these vehicles, 89% traveled a maximum of 6 kilometers per day in Area B.   

The Municipality has also made incentives available to help Milanese people fight pollution by changing old polluting vehicles. In fact, there are 8 million euros dedicated to mobility and in 2019 the first 161 citizens and businesses scrapped an old diesel and purchased a less polluting vehicle using 639 thousand euros of the over 6 million made available by the Municipality for vehicles registered for people and goods, taxis and Ncc. In fact, there are active tenders for a total of more than 6 million euros in contributions for the scrapping of diesel Euro 0, 1, 2, 3, 4 registered goods and their replacement with less polluting vehicles, and for those registered personally also for the purchase of scooters, pedal-assisted and/or folding bicycles, cargo bikes and ATM annual passes. The Municipality has instead concluded the tenders for the purchase of FAPs, with which in these two years it has given 1.370.800 euros in contributions for 474 freight vehicles. These contributions, intended to improve the quality of vehicles in circulation, are added to the more than 23 million euros that the Municipality has already made available to private individuals for the renewal of boilers and insulation systems of residential buildings thanks to which the first 128 condominiums and buildings have changed old boilers and/or improved energy efficiency, polluting less, receiving contributions of more than 4,7 million euros. 

In total, a huge investment by the Municipality of Milan for a total of 32 million euros.
