Milan, September 30 2019 – From Tuesday 1 October, entry to Euro 4 diesel vehicles is prohibited in Area B. This is the second step of the anti-pollution measure active from Monday to Friday, from 7am to 30pm, excluding holidays , which started last February 19 and affected Euro 30 petrol and Euro 25, 0, 0, 1 diesel vehicles and Euro 2 and 3 two-stroke motorcycles.

Area B is the largest ZTL in Italy which outlines within the urban perimeter, approximately 72% of the entire municipal territory and 97% of the resident population, an area with low polluting emissions, gradually and progressively prohibiting older vehicles and responsible for the most polluting emissions, in particular PM10 and No2 (nitrogen dioxide), to improve air quality in the city. By 2030, diesel vehicles will no longer circulate in Milan.

"Milan has long activated a package of measures to limit emissions and the concentration of polluting dust in the city - declares Marco Granelli, councilor for Mobility -. There are bans on access to the most polluting cars such as Area B but also 32 million in incentives for the replacement of the car fleet and building heating systems, the development of sharing mobility and the progressive replacement of buses for public transport. In recent years, citizens' awareness of the dangers of pollution has increased, it is our duty as administrators encourage change to improve the quality of the air we breathe".

The ban active from Tuesday 1 October affects approximately 26.300 Euro 4 diesel vehicles without FAP registered for passenger transport in the territory of the Municipality of Milan and approximately 74.300 vehicles registered in the metropolitan city area. The estimates are based on Aci registrations as of 31 December 2018 and therefore could be revised downwards.

The access gates in Area B, along the urban perimeter and in all access roads to the city, are 187 in total and by 2020 they will all be equipped with cameras. At the moment 15 cameras are active between via Anassagora, Pirelli, viale Sarca, via Giuditta Pasta, Gallarate, Tofano, Basel, Zurich,  Gonin, Baroni, Cassinis, Rogoredo, Carlo Feltrinelli, Mecenate, Fantoli. The installation of the second batch of cameras has been underway since last July and to date the installation of ten new devices has been completed and are being connected and configured. These cameras are located in via Corelli, Camillo and Otto Cima, Rubattino, Caduti di Marcinelle, Monneret de Villard, Carnia, Palmanova  and Palmanova at the railway bridge, Cambini, Clitumno. The activation of the gates as a sanctioning function is scheduled for the beginning of December, at the end of the 30 days of pre-exercise. At the same time, the installation of the subsequent cameras and the tender for the purchase of a further 99 cameras are underway, which will be installed starting from the beginning of 2020 until the belt of gates is completed in the following months.

All the gates are connected to a computer system which also allows you to register and check whether your car can enter Area B, keep track of the number of accesses still possible from the package of 50 available to each motorist for the first year of activation of the ban and 25 (or 5 for residents outside Milan) for the second year, and to carry out all the procedures relating to the ZTL. The Area B environmental ban control system was developed in collaboration with the General Directorate for Road Safety and the General Directorate for Motor Vehicles.   

Please note that the ban on Euro 4 diesel vehicles does not concern registered goods, which will be blocked from 1 October 2020.  

In recent days, the Administration has also approved some changes to Area C, the provision that concerns the Cerchia dei Navigli, where the experimentation of the access ban window for vehicles used for freight transport between 30 am will continue until 2020 September 8. and 10 a.m. Monday to Friday.

FACILITATIONS

In order to allow everyone to adapt to the rules of Area B and without penalizing the occasional use of the car, there are some concessions for particular types of vehicle, also depending on use. In particular, in the first twelve months of implementation of each step of the provision, everyone will have fifty days of free movement, even non-consecutive ones. Upon first access, the motorist receives an alert via post which explains how the measure works, inviting him to comply but also to register on the portal to check and manage the available access. From the second year of entry into force of each step of Area B, residents of Milan and businesses in the city have 25 days a year of free movement, including non-consecutive ones, after registering in the online system, all the other five days. Only when the days of free movement are exhausted is the sanction triggered.

BLACK BOX

A black box system for street vendors has been activated and is working. At the moment, 267 black boxes have been activated on as many vehicles; of these vehicles, 89% traveled a maximum of 4 kilometers per day in area B.   

INCENTIVES

In total, between 2017 and 2019, the Municipality of Milan will make 32 million euros available to help Milanese people fight pollution by changing old polluting vehicles, choosing more sustainable modes of mobility and improving the energy efficiency of buildings. Specifically, 8 million are dedicated to mobility and 24 to energy efficiency.

For vehicles registered for people and goods, taxis and NCC there are active tenders for a total of approximately 7 million euros in contributions for the scrapping of diesel 0, 1, 2, 3, 4 registered goods and their replacement with less polluting vehicles, and for those registered as a person also for the purchase of scooters, pedal-assisted and/or folding bicycles, cargo bikes and annual ATM passes. The Municipality has instead concluded the tenders for the purchase of FAPs, with which in these two years it has given 1.370.800 euros in contributions for 474 freight vehicles.

These contributions, intended to improve the quality of vehicles in circulation, are in addition to the 25 million euros that the Municipality has already made available to private individuals for the renewal of boilers and insulation systems of residential buildings. In total a huge investment of 32 million euros.

Furthermore, an info point is also open to the public on the mezzanine of the Duomo station on the red metro line. The opening hours of the service are from 8.30 to 15.30, from Monday to Friday.
