Milan, 30 December 2022 – The service of providing registry certificates online "on behalf of third parties" and at affiliated neighborhood counters such as newsagents, tobacconists and stationery bookstores has been suspended, as a precaution.
 
The Ministry of the Interior, owner of the processing of personal data carried out in ANPR (National Registry of the Resident Population), in relation to some critical aspects highlighted by the Guarantor for the protection of personal data, has in fact recently represented that art. 2 of the Ministerial Decree of 3 November 2021, relating to telematic services for the issuing of online registry certifications, provides for the possibility for the applicant to acquire, by accessing the ANPR platform with their digital identity, certificates for themselves or members of their registry family .
 
In recent months the Milanese administration has activated a series of discussions with the competent authorities in order to better define the services that can be provided to citizens. In this context, only the agreements stipulated for local needs of a procedural nature (Lawyers of the Milan Bar) and of exercising public functions (Notaries of the Milan district) are not suspended.
 
Discussions with the aforementioned authorities are still underway. In this regard, the Ministry of the Interior has ensured that it has already undertaken, together with the Department for Digital Transformation and the interested Bar Associations, an activity aimed at quickly defining an agreement at national level.
 
The shutdown of the online registry certificate request channels "on behalf of third parties" means that the same certificates can currently be requested and issued only by the registry officials of the municipal offices, without prejudice to the possibility of downloading them online from the ANPR ministerial link for themselves and/or the members of their family unit.
 
From 1 January this year to date, the municipal platform has issued over 1,5 million certificates and of these only a third (around half a million) were requested for oneself or for a member of one's family unit.
 
There were 43.183 who downloaded them via the app and 49.187 who went to an affiliated counter (43.631 at newsstands, 1.052 at stationary bookstores, 4.504 at a tobacconist). However, there are 355.178 certificates requested by the Milan Bar Association and 178.594 those coming from Bar Associations outside Milan.
