Each Council creates, within itself, a series of permanent investigative commissions, up to a maximum of six. These Commissions have the task of analyzing in detail the issues which, once included in the Council's agenda, become the subject of a vote.

Special commissions may be established, the establishing resolutions of which determine their organisation, responsibilities, powers and duration.

The Commissions operate in public session.
