Contributions for places of worship and equipment for religious services

The Municipalities provide contributions to bodies institutionally competent in matters of worship for the creation of equipment of common interest intended for religious services.
 

Regulatory framework
The Regional Law 11.03.2005 n. 12 – Part II, Title IV, Chapter III promotes the creation of equipment of common interest intended for religious services in favor of bodies institutionally competent in matters of worship.

The art. 73 establishes that in each Municipality at least 8% of the sums collected for secondary urbanization costs are set aside each year in a specific fund, to be allocated to the construction of the equipment of common interest envisaged by the art. 71, 1st paragraph; as well as for maintenance, restoration and renovation, expansion and provision of systems, or for the purchase of necessary areas.

The recipients of these contributions appear to be, in addition to the Catholic Church, other religious confessions qualified as such on the basis of criteria deducible from the law, having a widespread, organized and stable presence in the municipal territory and whose statutes express the religious nature of their purposes institutional.

The law regulates the financing procedures for the construction of religious equipment, providing for the distribution of contributions "among the bodies referred to in the art. 70 who have requested it, taking into account the consistency and social impact in the municipality of the respective religious confessions" (art. 73 - paragraph 3 - Regional Law 12/2005).

PAR - Religious equipment plan
The entry into force of LR n. 2 of 03/02/2015 introduced a new method of planning equipment for religious services.

The Municipal Administration decided to provide for this regulatory adaptation within the revision procedure of the PGT, by preparing the specific Religious Equipment Plan, which constitutes a separate act forming part of the Service Plan. The territorial government plan, including the plan for religious equipment and the variant of the rules plan, approved on 14 October 2019 by the City Council, became fully effective with the publication of the notice of final approval in the official regional bulletin Lombardy (BURL) on 5 February 2020.

The areas intended to accommodate religious equipment, or which are already intended for the equipment themselves, were identified in the Religious Equipment Plan and the requests were evaluated also taking into account the requirements set out in LR 2/2015.
