Temporary rentals for university students

In this section you can find the projects dedicated to young workers/students who need to temporarily reside in the city but find it difficult to find economically suitable solutions for their needs.

Below it is possible to find the progress of the experimental projects of the Housing Department, following state funding, dedicated to university students and temporary residential housing, with associated support services for integration in the settlement neighborhoods.

In March 2011 the City Council approved the concession of properties owned by the municipality, in a state of abandonment and degradation, for use by the Universities involved to carry out redevelopment and transformation interventions into university residences, through participation in a tender published by the Ministry of University and Research (DM no. 26/2011) for the financing of initiatives aimed at increasing the university rental offer.

For the purposes of presenting the proposals to the MIUR, on 3.5.2011, the Municipality and the IULM, Polytechnic and Cattolica Universities stipulated a Memorandum of Understanding.
 

Moncucco 29-31 – IULM
The CD. Cascina Moncucco (as well as other spaces in the adjacent building in via Moncucco n. 29) was assigned to the IULM University. The University has delivered the property recovery project - agreed with the Superintendence as these are restricted properties - to create a university residence with approximately 96 beds and common and service areas.

With the Ministerial Decree published in the Official Gazette on 28.12.2012, the MIUR approved the ranking, including the project relating to the Moncucco farmhouse among those immediately financeable, for an amount of approximately €5.454.000,00, equal to 50% of the total budgeted cost for interventions.

The Project is completed.
 

The project aims to reuse, after carrying out maintenance interventions, of n. 24 “below threshold” accommodations and n. 3 spaces for use other than residential, for the hospitality of young people willing to carry out supportive neighborhood activities in the neighborhoods where they will stay.

The Municipal Administration has the following objectives:

  • recover housing and spaces, rationally using the vacant and difficult-to-assign housing stock and the unused spaces on the ground floors for the installation of services useful to the neighborhood;
  • create opportunities for housing autonomy and social and economic independence for young people, also offering the opportunity for training experiences based on the exchange of voluntary activity-discount on the rent, in order to enhance their abilities and cultural background;
  • promote social cohesion in contexts characterized by various forms of economic and social hardship, considering that the housing units involved are located within - and close to - large ERP neighborhoods 

The project foresees theassignment, at low costs, of 24 mini apartments owned by the municipality (renovated and furnished by the implementing bodies) to as many young people aged between 18 and 30 with a monthly income not exceeding 1.500 euros.

The accommodations are located in Via del Turchino and in the Niguarda district (Via Demonte and Via Monte Rotondo). The cost for participation in the project is 370 euros per month and includes the hospitality service (rent and condominium fees included).

I contracts of joining the project are temporary, with a minimum duration of 6 months and a maximum of two years.

La selection of the project participants takes place through spontaneous applications which are evaluated by the project partner bodies. 

The young assignees benefit from an orientation towards autonomy. Young inhabitants are asked to participate as volunteers in the social interventions that are carried out in the neighbourhood, for a total of at least 10 hours/month, to be carried out under the coordination of the bodies implementing the project. The activities are designed in relation to the skills and resources brought by the inhabitants and the needs expressed by the territory.

Some of the supportive neighborhood activities are carried out in the non-residential spaces foreseen within the project. One space is located in Via del Turchino and one in Via Demonte. The young inhabitants are involved in the management and use of the non-residential spaces, which also host activities and services proposed by local organizations and aimed at the neighbourhood.
