How to participate and collaborate in a pact

Objective of the Pacts: to involve
The Collaboration Agreement tool was created to make citizens' participation in projects for the care of public spaces proposed and implemented from the bottom simple and at the same time concrete, with the benefit of the entire community.

This tool is now not only known by citizens but increasingly requested and used, testifying to this city's desire to be part of its transformation for the better, even in its smallest but extremely important spaces for those who want to live and use them.

Who can participate?
Collaboration agreements can be signed:

  • by all citizens; in the case of minor citizens, their participation can take place under the responsibility of an adult citizen and with the consent of their parents
  • by associations and other legal entities, including economic ones
  • by informal groups in the person of their spokesperson.

Each pact is the culmination of a process of involvement of citizens, individuals or gathered in associations and other institutions, for the implementation of projects and initiatives with educational purposes in the city's neighborhoods.

The activities that can be given life to are countless.

1.  The urban environments capable of being managed as common goods are, for example, green areas, from the flowerbed to the garden, streets, squares, places of transit, sports installations, assets confiscated from the mafia, hospital environments, abandoned and recovered areas to use.

NB: Collaboration agreements are necessary when citizens want to combine the care of greenery with activities for the social valorisation of the space. 2. the activities promoted by a collaboration agreement can be used for the activities of staff employed by economic entities in terms of corporate volunteering or for activities that are an expression of corporate social responsibility

3. agreements can also be used:

  • for the carrying out of public utility works, as an implementation measure of the "suspension of criminal proceedings with probation", and for the further criminal cases permitted by the law
  • as part of an alternative measure to detention or as part of the treatment process during the prison sentence
  • for the carrying out of voluntary activities by persons detained under article 21 of the Penitentiary Regulation Law

4. the activities promoted by a collaboration agreement can receive public recognition through a small plaque, placed in the place where they take place, bearing the names of the participating subjects and supporting subjects

5. active citizens who have signed a collaboration agreement, in relation to the activities promoted by the agreement, receive liability insurance coverage from the Municipality by registering in the Register of active citizens

6. the activities promoted by a collaboration agreement are exempt from the fee for occupying public land, pursuant to art. 28 of the Regulation for the application of the fee for the occupation of public spaces and areas (Single fee). However, they remain subject to the necessary checks to ensure that they are carried out in safe and environmentally compatible conditions

7. to support the activities established in the collaboration agreement, technical sponsorships are permitted, and crowdfunding, the search for financial sponsors and self-financing are permitted by active citizens

8. sponsorships can be directed either to citizens who have signed an agreement, or to the Municipality, in any case in support of the agreement; in this case they are subject to the specific provisions of the municipal administration, which can be found in the notices periodically published on the Municipality's website, and referred to on the current page

9. alongside the activities promoted by a collaboration agreement, income-generating activities can be carried out, which remain subject to specific rules and authorization procedures.
