Granting of grants for places of worship and equipment for religious services

The Municipalities provide contributions to bodies institutionally competent in matters of worship for the creation of equipment of common interest intended for religious services.

Applications for contributions must be submitted by June 30th of each year using the form available on this page.

The contribution request form includes a detailed description of the interventions for which the contribution is requested (identification of the building/type and characteristics/expenditure forecast/priority/type and description of the intervention) with attached documentation.

The application form must be completed in its entirety and accompanied by all the required documentation. Incomplete requests with the requested data and documents cannot be examined.

The contribution requests presented are subject to a detailed investigation, coordinated by the Accounting and Contributions Administrative Unit of the Mayor's Cabinet Area, which includes:

  • the verification, at the competent Municipal Areas, of the urban planning framework of the properties (in coherence with the PAR - Religious Equipment Plan) and of the building/technical qualification of the interventions that the subject intends to carry out, since the capital contribution to be assigned it is intended for the maintenance or construction of secondary urbanization works, such as buildings and equipment intended for religious activity
  • that the Urban Planning and One-Stop Shop Areas for Construction, for a complete examination of the interventions, may request additional documentation from the religious bodies involved, also being able to determine the ineligibility of the intervention for the contribution, if the project does not comply with the urban planning and building standards required.

At the end of the investigation and following the consequent administrative measures (administrative resolution of the City Council and managerial determination of allocation of contributions), in accordance with the provisions of the art. 70 – paragraph 2ter of regional law 12/2005, religious bodies must stipulate an agreement with the Municipality in which the possibility of revoking the contribution must be expressly foreseen, in the event of verification by the Municipal Administration of activities not foreseen by the project introduced.

Data processing

Pursuant to art. 13 of EU Regulation 2016/679 and Legislative Decree 196/2003 as amended by Legislative Decree 101/2018, the data provided will be processed exclusively within the limits and for the purposes related to the management and completion of the contribution disbursement procedure.
The processing will be carried out using paper and/or computerized methods.
The data controller is the Municipality of Milan.

The processing will be carried out by authorized persons committed to confidentiality, responsible for the activities in relation to the purposes pursued.

The Municipal Administration, by November 30th, after having verified that the interventions envisaged in the programs presented fall within those referred to in art. 71, paragraph 1, must adopt the act for the distribution of contributions between the bodies referred to in the art. 70 who have requested it, taking into account the consistency and social impact in the municipality of the respective religious confessions, financing in whole or in part the programs presented for this purpose.

These contributions must be used within three years from the date of formal communication to the Religious Body of the granting of the contribution, without prejudice to unforeseeable circumstances which are not attributable to the Religious Body.

In any case, the Religious Body must present a timely report of the expenses incurred, with related supporting documentation, to be sent to the Municipality of Milan within six months of the conclusion of the works.
