Municipal Districts

For the first time, in addition to Municipal council, at the administrative consultations of 5 June 2016 the. was elected directly and by universal suffrage President of Municipality, which appoints a Board, with a maximum of three Councillors, to which he assigns the relevant delegations.

Another organ is the Conference of Municipal Presidents, a liaison body between the nine Presidents and integration with the central administration. Of note, among the participatory institutions the faculty for each Municipality to recognize neighborhood committees, citizens associated at a territorial level, with a consultative role, as social interlocutors with relative analysis of their proposals.

Adequate financial resources are assigned to Municipalities to allow effective pursuit of effectiveness and efficiency in the provision of services.

The amount of financial resources due to each Municipality is determined on the basis of objective distribution criteria that take into account the socio-economic parameters, territorial characteristics and of the Municipalities themselves.

Le skills assigned, detailed in the approved Municipal Regulations, are different, among which we highlight those relating to the management of services, those relating to proposals and consultations with the Municipal Bodies and they also promote the information and participation of citizens regarding the activities of the Municipality itself.

The areas of intervention of the Municipality, indicated in the Municipal Statute, are the following:

  • personal, educational, cultural and sporting services;
  • management and maintenance of the assigned municipal assets;
  • private construction;
  • public greenery and street furniture;
  • urban safety and neighborhood traffic;
  • commercial and artisanal activities;
  • relations with citizens regarding revenue and the fight against tax evasion.

An Observatory has been set up to monitor the decentralization reform process in the Municipalities with the possibility of proposing new assignments of functions.

  • The candidate for Municipal President presents a program that must be shared with the lists connected to him,
  • A possible run-off is foreseen only if no presidential candidate reaches 50% +1 of the valid votes in the first round. In any run-off election, the person who obtains the greatest number of voters' votes wins; in case of absolute equality of votes, the younger one is elected.
  • The presentation of a list linked to the presidential candidate must be accompanied by the collection of signatures of citizens resident in the municipality, from a maximum of 300 to 600. The collection of signatures is not necessary if the municipal list is linked to a similar list presented at city level .
  • The municipal list obtains councilors if it reaches 3% of valid votes or belongs to a group of related lists that reach this threshold.
  • Each list of candidates for the office of municipal councilor, bearing the name of the candidate for the office of municipal president, must include a number of candidates not exceeding that of the councilors to be elected (30) and not less than two thirds (20).
  • In each list, the maximum quota of the most represented gender cannot exceed two thirds of the candidates.
  • There is the possibility of assigning two preferences, where they concern candidates of different genders.
  • The reference legislation is the state one for the direct election of the Mayor and the Municipal Council in Municipalities with a population exceeding 15.000 inhabitants, as well as Chapter IV of Legislative Decree 31 December 2012 n. 235.

Reporting of the skills transmitted to the Municipalities for each area of ​​so-called proximity services (non-exhaustive list). The participation of the Municipalities in the process of drawing up important planning acts, such as for example. the Territorial Government Plan (including the Services Plan), the three-year Public Works Program, the Urban Traffic and Mobility Plans, the Acoustic Zoning Plan, the Social Services Area Plan, the Cemeteries Plan, and to the approval of secondary urbanization works of interest to the municipal territory.

Personal services

  • management of Youth Aggregation Centres, Multifunctional Aggregation Centers (intended for the aggregation and free time of citizens), Cultural Recreational Social Centers (sociality of the elderly population groups)
  • management of summer and winter stays
  • financial support for rent and condominium expenses for families residing in public residential apartments and private homes located in their own territory
  • desks for information, social support and citizen orientation; concession of areas for public purposes for jointly managed allotments and gardens

Demographic services

  • issuing of registry, civil status and electoral certificates
  • weddings held in the Municipal House

Educational services

  • development of projects and initiatives in synergy with the network of schools, including state ones, and private social and voluntary organisations, also for the promotion of adult education, the inclusion of non-Italian citizens, the prevention of school dropout and of health education
  • right to study: provision of financial contributions to nursery schools, primary and secondary schools, for the integration of all users and the experimentation of innovative teaching methods
  • management of summer services, in the months of June and July, at primary schools and agreements for educational services, during periods of suspension of teaching activities, for children in lower secondary schools

Cultural services

  • development of cultural projects prepared by the Municipalities thanks to part of the funding allocated in the budget for the Culture theme
  • definition of directions for local libraries and management of initiative programs in libraries of territorial jurisdiction
  • grants of patronage and contributions to local initiatives

Sports services

  • management of local sports facilities and spaces
  • organization of events to be held in its territory, also through third parties

Management of assigned municipal assets

  • Definition of the priorities of the interventions in the program relating to the Public Works to be carried out
  • concession, within the municipal heritage, of spaces for the realization of temporary social, sporting, cultural and political initiatives
  • granting of spaces for the development of socio-economic and cultural projects for the regeneration of neighborhoods, for facilitating youth initiatives and for combating situations of social isolation
  • use of own funds for urgent small ordinary maintenance interventions on the assigned assets

Municipal buildings

  • receipt and processing of Works Start Notices and sworn Works Start Notices

Public green spaces and street furniture

  • care of greenery with territorial value with planning, management and control of ordinary and extraordinary maintenance interventions of green areas, thanks also to a municipal technical operational unit
  • participation in the definition of urban furnishing elements for green areas and public city spaces

Urban security

  • indication of directives and actions, in concert with the territorial and central command of the Local Police, for the control of public areas and places also carried out by the neighborhood police
  • power to establish proximity assemblies on Security with periodic meetings with citizens, committees, associations, in the presence of local representatives of the police forces

Local roads

  • establishment of pedestrian areas, privileged pedestrian areas, limited speed zone, limited traffic zone and new one-way streets, in agreement with the competent central unit
  • definition of intervention priorities for public lighting and maintenance interventions relating to neighborhood streets

Commercial and craft activities

  • planning and creation of calendars of events and parties with management of the issuing of temporary commercial authorizations and occupation of public land.

  • The President of the Municipality remains in office until the end of the Mayor's mandate, represents the Municipality, convenes and presides over the Municipal Council; he has the task of supervising the proper functioning of the Services and Offices as well as the execution of the acts falling within the competence of the Municipality.
  • The Presidents of the Municipalities participate as observers with the right to speak but not to vote, in the Metropolitan Conference, a body representing the one hundred and thirty-four municipalities included in the metropolitan territory; there they can bring requests and proposals.
  • In relations with neighboring municipalities, the Presidents of the Municipalities, in order to promote the effective coordination of public policies regarding the management of similar services, can maintain collaborative relationships and stipulate agreements with the homogeneous areas, i.e. with the municipalities that have consortium with each other to develop associated services.
  • The President's term of office and the causes of termination of office are governed by the Law, the Statute and the Municipal Regulations for the election of Municipalities.
  • The President appoints a Vice President from among the members of the Council, appoints the councilors and grants them delegations.
  • The President participates in the Conference of Municipal Presidents.
  • The President receives from the central Administration the information flows relating to the services provided on a territorial basis, the management of which has not been attributed to the Municipalities themselves.

  • The councilors (maximum three) make up the Council, are appointed by the President of the Municipality, and can be municipal councilors at the same time. Only one councilor of the three can be selected from among representatives of civil society.
  • The office of municipal councilor is incompatible with that of municipal councillor.
  • The merging of the delegations assigned to the councilors is decided by the President of the Municipality.
  • The Council is chaired by the President of the Municipality, it is the executive body of the Municipality, i.e. it has the task of implementing the general guidelines established by the Municipal Council, in the governance of the Municipality; collaborates with the President of the Municipality and carries out actions that are not the responsibility of the Council, the President of the Municipality and the managers.
  • A proposed resolution is considered approved when it obtains a majority of valid votes cast. In the event of a tie vote, the President's vote prevails.
  • The councilors participate in the meetings of the municipal council commissions to discuss the matters within their competence and respond in the Municipal Council to questions and interpellations relating to the sectors of competence. Each municipal councilor, within the scope of the powers granted to him, liaises with the corresponding municipal councilors in order to guarantee interaction between territorial and central policies, reporting to the Council on the results of the activity carried out.

  • The Municipal Council is made up of 30 elected councilors plus the President of the Municipality and is the administrative direction and control body of the Municipality.
  • After the validation of those elected and any subrogations, the Municipal Council proceeds to the election of the President of the Municipal Council, a different and distinct figure from the President of the Municipality.
  • The Council meets at least once a month and is structured into permanent investigative commissions based on the responsibilities attributed to the Municipality.
  • Municipal councilors appointed externally to the Municipal Council, the Mayor, the President of the Council, councilors and municipal councillors.
  • The meetings of the Council are normally public.
  • The sessions are validly constituted, on first call, with the presence of at least half of the assigned councilors and, on second call, with the presence of at least 1/3 of the assigned councillors, without counting the President of the Municipality for this purpose.
  • The Municipal Council remains in office for five years, but may fall due to the dissolution of the Municipal Council or the approval of a motion of no confidence in the President of the Municipality.
  • Up to a maximum of six permanent municipal commissions can be established, with an investigative function. 

  • It constitutes a liaison body between the Municipalities and integration with the central Administration.
  • It has consultative and initiative functions towards the Mayor, the Executive and the Municipal Council and has the aim of guaranteeing homogeneity in administrative action and encouraging the coordination of initiatives concerning the entire municipal territory or that of several Municipalities.
  • It is made up of the Presidents of the Municipalities, the Mayor or a municipal councilor delegated by him, who presides over it.
  • It meets at least every three months and whenever at least five Municipal Presidents request it.
  • Some topics subject, with a non-exhaustive list, to the examination of the Conference of Municipal Presidents:
    - revision of the number and consequent territorial division of the Municipalities and of the Municipal Regulations
    - definition of government policies affecting the functions of the Municipalities (so-called strategic planning: General Development Plan and Programming Document)
    - development of objective criteria and parameters for the attribution of human, financial and instrumental resources to be assigned to the Municipalities
    - the definition of the guidelines and minimum standard performance levels of local public services to be guaranteed to citizens
    - verifying the effectiveness of municipal activities and services of municipal interest.

  • Citizens, individuals or associations, can present requests or petitions to request administrative measures or expose common needs to protect public, collective or widespread interests.
  • The requests or petitions must be signed by at least 250 citizens resident in the municipal territory; a written and reasoned response will be given by the President of the Municipality within 45 days of their presentation.
  • The Municipality can establish municipal councils for areas and matters of competence.
  • The Municipality can recognize neighborhood committees, established by the Municipal Council which approves their composition and the related operating methods.
  • Furthermore, for the collection of territorial needs, the planning and monitoring of actions and interventions, the Municipality can set up territorial tables, composed of representatives of the Municipality, representatives of bodies, associations, other public and private entities; the territorial tables have the function of facilitating discussion and the collection of contributions between participants. Their duration is commensurate with the objective agreed between the participating subjects.
  • Possibility of holding municipal referendums.
