OUTCOME:

The Councilor illustrated the part of the budget forecast concerning the companies owned by the municipality, providing some specifications regarding the shares held, the relationships between the various companies and the impact they have on the overall budget of the organisation. He focused on the revenue forecast, underlining that, as regards ordinary dividends, we have returned to pre-pandemic levels. The directors carried out assessments regarding the opportunity to always maintain a high level of attention to avoid "takeovers" of strategic companies from outside; they also asked questions regarding the use of dividends and the possibility of disposals. The Councilor provided complete answers to all the questions, referring them to specific sessions on topics that go beyond the examination of the budget forecast

The Councilor for Economic Development and Labor Policies, the Specialist Director - Authorizations and Concessions - Suap, the Director of the Youth Work and Sport Directorate and the Director of the Organization and Human Resources Directorate illustrated to the Commission the data of the 2024 budget forecast - 2026 of the areas of their competence. The Director of the Organization and Human Resources Department therefore responded to a request for information from a Councilor regarding the topic of gender self-determination.

OUTCOME:

The Councilor for Urban Regeneration and the Offices illustrated the 2024 Budget Forecast relating to the Urban Regeneration Directorate, clarifying that, in reference to the current part, there is a lower revenue forecast compared to 2023, due to the closure of the European Clever financing project , a reduction in expenses compared to previous years and a substantial balance regarding capital account revenues. They highlighted some aspects.
The councilors asked questions aimed at defining some items more precisely and asking for clarifications on some topics. The Offices responded fully to these requests.

The new president of A2A presented his professional curriculum and then passed the floor to the CEO of the company who, with the help of his collaborators, illustrated the economic performance of the A2A group. In particular, emphasis was placed on debt containment, the good performance of investments and profits produced as well as the development of renewable energy sources. The Directors asked for various clarifications on the performance of the company and its development which were promptly answered.

In today's session, the 2024-2026 Forecast Budget relating to the Housing Directorate was presented, with a focus on the management of housing owned by the Municipality of Milan and the consequences of the increase in rents.
Therefore, new strategies have been proposed to stem the problems exposed.
Finally, the Councilors asked questions relating to the indigent and requested subsidized housing interventions.

The Councilor illustrated the contents of the provision in question with which the Council authorized ATM to acquire the shares of M4, currently in private hands, which will become an entirely public company.

The Budget Councilor and the Mobility Councilor illustrated the chapters of the 2024/2026 Forecast Budget relating to the Mobility and Infrastructure Directorate of the TPL. An overall good picture emerged and however, it was highlighted that the further development of the LPT network, considering the cutting of dedicated transfers by the State and Region, could compromise its success. Some requests for clarification were also made regarding the lighting of the interconnecting corridors of the metro stations and the possibility of transit of motorcycles and mopeds along the preferential lanes.

OUTCOME:

The Councilor for Housing and Neighborhood Plan, assisted by the top managers of the Planning and Control Area, illustrated the Three-Year Works Plan (PTO) for the period 2024-2026. The examination involved the analysis of the current reference legislation, with particular reference to the new Procurement Code and the new principles introduced, the explanation of the overall framework of the resources necessary for the implementation of the program, divided by types and sources of financing, the methods of re-proposing the interventions, as well as the essential involvement of the Municipalities in co-programming. The councilors carried out their observations on the new urban structures in the medium term, the result of this planning.

The Councilors for Budget and Real Estate and for Welfare and Health, supported by the Director of the Department of the same name, presented the general framework of the financial resources allocated to the city's Welfare system. The main data relating to users have been analytically exposed, divided by type of service, both in stable form and attributable to emergencies. Afterwards, the main challenges foreseen for 2024 were highlighted, with the major critical points, expressing the need to rethink the accreditation system and the co-planning of the available spaces, without forgetting the crisis of social work due to the lack of finding professional figures , with consequent impact on service costs. The councilors expressed their assessments and observations for a continuous improvement of reception and inclusion services, to which precise answers were provided.

The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME:

The Councilor illustrated the main expenses that her Department will bear, highlighting how most of these are represented in the service contract with Milano Sport. She underlined that the choice was to immediately disburse the entire amount to guarantee the management of the swimming pool and the salaries of the workers. He listed the other expenses, such as the payment to the Metropolitan City of the rent of the school gyms for the use of the sports associations, the expense for the maintenance of the Civic Arena, for which there is an agreement in place with the women's Inter which he will use it for championship matches in exchange for maintenance of the turf. You addressed the budget section concerning Tourism, observing how the activity with Milano & Partner is profitable and attracts many private partners. You delve into the aspect concerning the tourist tax which brings a good amount of revenue, however you complain that the Government has not granted the possibility of increasing the amount of this to €10. The councilors expressed considerations, made suggestions and asked some questions, which were promptly answered.

OUTCOME:

Councilors Conte and Sacchi illustrated the main constituent elements of the budget chapters relating to the Culture Directorate. The Councilor for Culture underlined the commitment made by the Municipal Administration in supporting the cultural offer of the city despite the many difficulties, considering the times and furthermore, he proposed an update of the infrastructure projects launched in Milan (BEIC, Calvairate Library , etc.). At the end of the session, the proposal for Resolution no. was examined. 1377/2023, declared then discussed at the end of the works and transmitted to the City Council for subsequent obligations.

The Councilor for Civic Services, Municipalities and Digitalization presented, with the help of the respective Central Directors, the 2023 budget forecast for these three Directorates. In particular, it was highlighted that, compared to the previous year, the resources will remain the same except for Civic Services which will have a decrease under elections as the European ones, expected in 2024, are economically less demanding than the Regional elections held in the current year . The Director of the Participation Area was also present at the meeting and illustrated his budget, declaring that it will have a small increase compared to 2023. The Councilors asked some questions which were promptly answered.
