Agenda:Inspection at the Maspes Vigorelli Velodrome, via Arona 19.

OUTCOME:

The Trade Unions and the RSUs of the PL highlighted the points of criticism towards the Administration which led them to call the state of agitation, expressed in various ways. They reiterated their requests to obtain the opening of a negotiation table and the simultaneous withdrawal of the suspension provision of the 2002 contract. They underlined the agents' willingness to cover evening and night shifts, as agreed in the contract. The Councilor underlined the Administration's commitment to strengthening the Local Police Force and lists the actions that are intended to be implemented to this end; he specified the need to suspend the 2002 contract in order not to implement the automatic renewal and to achieve its revision. Some councilors have stigmatized the Administration's actions which led to the loss of 500 agents in just a few years; they urged to open the negotiation table requested by the Trade Unions and RSU and highlighted the complete willingness of the workers to fulfill the contract; they complained about the absence of the Commander and advisor to the Mayor from the session, as well as asking for a subsequent session on the topic to be convened. Other councilors declared themselves convinced that the outcome of the discussion will lead to having a PL Corps. strengthened, while the Administration's work will lead to an increase in the number of hirings.

OUTCOME:

The guests clarified that ALF-Pensare al Femminile was born in 2021 in Milan from a project by women for women with the aim of increasing the number of cinema professionals through training, the opening of calls for tenders and the establishment of prizes and dedicated awards. A debate followed during which the Presidents and Councilors expressed their approval for the initiative.

Agenda:1) Resolution N/333-2024 "Recognition, pursuant to art. 194, c. 1, letter a), of Legislative Decree 267/00, of off-balance sheet debts deriving from the payment of legal expenses for no. 12 executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €67.756,75." Will participate:

2) Resolution N/286-2024 "Management report for the 2023 financial year". They will be present:

OUTCOME:

The Director of the Municipal Attorney's Office illustrated resolution no. to the Commission. 333-2024. The President of the Commission declared it discussed for the continuation of its process in the City Council. The Budget Councilor explained resolution no. to the Commission. 286-2024 on the Management Report for the 2023 financial year. It therefore provided a response to the requests for information formulated by the Councilors regarding fines to the Highway Code, investments, maintenance of public assets, road maintenance and revenues from local public transport . The President of the Commission declared resolution no. discussed. 286-2024 which can continue its process in the City Council.

Joint Council Commission Sport, Tourism, Youth Policies-Policies for Wellbeing e Olympics and Paralympics Milan Cortina 2026  (Chaired by Councilor Vasile Angelica and Councilor Alessandro Giungi)
Agenda:Inspection of the construction site of the Olympic and Paralympic Village at the Porta Romana airport. The following will be present:

  • Ademaro Boccadoro, Senior Manager, Fund & Asset Management Fondo Porta Romana;
  • Eleonora Marconi, Associate, Fund & Asset Management Fondo Porta Romana;
  • Natale Carapellese, President of Municipality 5.

OUTCOME:

The delegation of city councilors together with a representation from Municipality 4, as well as from the Office of the Mayor's Delegate for Accessibility Policies, visited the construction site of the next Olympic and Paralympic Village, located in the Scalo Romana area. They were guided inside the construction site by the managers of COIMA SGR and COIMA REM, who detailed the state of progress of the works and the future plans that will lead to the transformation of the athletes' residences into university student residences. Those present were able to see live the accommodations under construction, the common areas, the future gym and other relevant structures.

Agenda:1) “Proposal for resolution N/189-2024 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan, in appeals against violations ascertained by the Local Police, for a total of €. 13.692,91.” 2) Proposal for resolution N/311-2024 Recognition of off-balance sheet debts, pursuant to art. 194 paragraph 1, letter. A) of Legislative Decree 267/2000, deriving from the payment of legal expenses for unfavorable executive judicial measures issued by the Judicial Authority against the Municipality of Milan, in appeals against violations ascertained by the Local Police, for a total of €. 6.588,74. He will speak:

OUTCOME:

The Sanctioning Procedures Area Director carried out a detailed analysis of the measures, highlighting the most relevant cases. The Councilors asked questions on the merits which were given exhaustive answers. At the end, the Presidents declared resolutions no. discussed. 189 and n. 311 of 2024 by sending them to the Council debate.

Agenda:Situation of the three-storey underground car park under construction in Largo Scalabrini. State of the art and local hardship (including economic) situation. They were invited to participate:

  • sector representatives informed about the facts,
  • the construction site operator and DL.

OUTCOME:

During the session, residents and traders of Largo Scalabrini were heard who complained about the inconvenience caused by the construction site located in the same street to build an underground garage. The Councilors suggested starting a discussion with the Municipality, which is territorially responsible, and the committees of residents and traders to try to reduce the inconvenience caused by the construction site to a minimum, as well as proposing forms of relief for the traders in the street who have experienced a marked decrease in its customers.

OUTCOME:

The Councilors went to the headquarters of the Donna e Madre non-profit association to find out about the activities taking place there. In this structure, in addition to welcoming mothers with children in difficulty, there are various associations that deal with helping children with problems in educational activities such as doing homework, there is an association that trains women in the field of tailoring, sporting and artistic activities are held for both adults and children.

Agenda:"PNRR Metro Plus Projects" Will participate:

OUTCOME:

The Councilor and the Offices have clarified that there are 15 projects being implemented through the National Recovery and Resilience Plan, for the strengthening of social services, activities to combat serious marginalization and to promote social inclusion. A debate followed during which a focus was placed on the need for a definition, by the Ministry, of the reporting and evaluation tools for achieving the targets.

OUTCOME:

The representatives of the Catena in Movimento Association illustrated to the Commission their projects aimed at promoting work inside and outside prison. They therefore responded to the requests for information formulated by the Councilors regarding the food/cafeteria/cold table space at the San Cristoforo railway toll booth, which starting from September will be managed by Catena in Movimento and which will become a place of meeting and social inclusion , to give many prisoners and people with fragility the opportunity to work with dignity, interfacing with the external reality. A proposal has been made to use the unused subway mezzanines to carry out voluntary activities.

OUTCOME:

The President of the Milan Women's Council illustrated the history, activities, initiatives and projects. You specified that for more than 60 years now, you bring together numerous women's citizen associations that act on various issues. You have therefore put forward some concrete proposals in which you hope that the Municipality can engage and become a point of reference in the debate on equal opportunities, creating moments of discussion between decision makers. The councilors intervened by focusing on some points, including the need to work in companies towards gender equality. The Presidents agreed on the opportunity to address specific points by convening ad hoc sessions to better examine the various problems.
