Agenda:Inspection at the Polisportiva Garegnano 1976 ASD APS with headquarters in Via Lampugano 80. The President of the Polisportiva, Stefano Pucci, will be present.
OUTCOME:
The councilors went to the Polisportiva Garegnano to view the facility, owned by the municipality under concession for 30 years, where the President illustrated its activities, underlining how it is rooted in the neighborhood and offers sports activities for all age, as well as cultural, recreational and social promotion activities. He also illustrated the project for the construction of the new site center nearby, also on municipal land under a thirty-year concession, which is expected to be completed by the end of 2026. The councilors asked questions for which response completed.

OUTCOME:
The most burning issues relating to the global impact of the online world on minors were addressed, especially linked to the often indiscriminate use of digital platforms and their personalized services. In the presence of experts in the sector, the risks to psychophysical development were exposed, with a particular focus on gender discrimination, and possible solutions at an educational and legal level. The councilors were able to express their opinions and in-depth questions which were adequately answered.

OUTCOME:
During the meeting, the Councilors and guests placed specific focus on the problems that arise during the summer concerts in the San Siro/Gallaratese area, referring in particular to critical issues related to traffic, urban hygiene, the protection of public spaces, to excessive noise and the maximum capacity of the sites. The need for urgent solutions was therefore highlighted. The Deputy Mayor provided answers and declared the Administration's willingness to maintain an open dialogue with all parties involved.

Agenda:"Inspection of the TOG Center - Via Livigno, 1. Health center that takes care of children suffering from serious neurological pathologies free of charge." They were invited to participate:

OUTCOME:
The TOG Center (acronym for the phrase “Together To Go”), founded in 2011, in its current headquarters (renovated at its own expense) a year ago and run by the Foundation of the same name, assists girls and boys affected by genetic syndromes and brain lesions. It is accredited by the Lombardy Region, limited to the recognized quality of the interventions, without receiving funding. The resources useful for the activities carried out are completely the result of donations and the services are totally free. It is equipped with the most innovative operational technology and prepares plans for functional recovery and strengthening of residual skills, through rehabilitation programs and ad hoc therapies (physiotherapy, speech therapy, psychomotor skills, music therapy, neurocognitive rehabilitation). Furthermore, it provides psychological support for school placement and there are around one hundred users in its care, for a total annual expenditure of 1.200.000 Euros.

Agenda: "Analysis of the situation of the cat colonies in the municipality of Milan by convening the managers of the cat colonies of Milan and the animal guarantors of the Municipality of Milan. Update on the revision of the Regulation for the Welfare and Protection of Animals, in relation to the issue of the sale of animals of affection in the open-air markets (art. 27 of the Regulation)” The following will participate:

OUTCOME:
The speakers invited to the Commission exposed the various critical issues regarding the sale of pets in the markets, highlighting that the street vendors in the Milan area, despite having adapted their means to the regulations established by law, are unable to do so under the Municipality's regulation from Milan. The various problems inherent to the colonies themselves were then exposed by those responsible for the cat colonies; the Offices, in favor of collaboration, gave answers on the merits.

Joint Council Commission European Funds, PNRR, European International Policies e Urban Regeneration (Chaired by Councilor Pacente Carmine and Councilor Ceccarelli Bruno)
Agenda:Continuation of works on 24 January 2024: - progress of the works affected by the PNRR Funds used in the implementation of projects presented within the Integrated Urban Plans. He'll be there:

OUTCOME:
The Dr. Moneta illustrated the interventions planned for the Integrated Urban Plans financed with PNRR funds in the city area, 14 in total, specifying that they are works for the expansion of the Lambretta Park, construction of a school building, conservative renovation to use a building as a school structure, interventions in areas owned by RFI and FN, in exchange for their public use for at least 50 years, interventions to improve accessibility to MM stations. He also illustrated 2 Urban Regeneration interventions for hydraulic protection in the Lambro floodplain areas and energy requalification intervention in buildings in Via Rizzoli. The councilors asked specific questions to which comprehensive answers were provided.

OUTCOME:
In the presence of the Councilor for Welfare and Health, the "Welfare Intelligence" project was presented, a complex project in which the Third Sector meets the management needs and at the same time the political vision of the municipal administration, in order to be able to use and manage the computer data in an innovative way and be able to turn it into a tool with which to then build choices on all fronts, from economic to social policies. The councilors present were thus able to grasp the intrinsic potential of such a project.

Agenda:Resolution no. 129/2024 "Recognition of off-balance sheet debt pursuant to art. 194 - 1st paragraph letter a) of Legislative Decree 267/2000, deriving from the payment of the total sum of €382.331,06=(three hundred and eighty-two thousand three hundred and thirty-one/06) , in execution of sentence no. 7382/2023 of 28/09/2023 of the Court of Milan Civil Section 7, filed on 28/09/2023.

OUTCOME:
During the session, a so-called off-balance sheet debt was recognized, in compliance with a judicial ruling in which the Municipality of Milan lost. The Director of the Mobility Infrastructure Technical Area illustrated the legal process that substantiated the provision, collected by Resolution no. 129/2024 which, following the discussion and approval of today's joint commission, will be forwarded to the city council.

Joint Council Commission Institutional Affairs e Anti-mafia (Chaired by Councilor Fedrighini Enrico and Councilor Pantaleo Rosario)
Agenda:"Report of the Anti-Mafia Commission chaired by Prof. Carlo Smuraglia (1991-1992) - method of analysis and tool for the present".
Professor Alberto Martinelli, who was a member of that commission, will illustrate the report.
OUTCOME:
The guest illustrated the contents of the report drawn up in 1992 by the Committee for the Supervision of Mafia-type Infiltration following a series of hearings which made it possible to draw a picture of the most worrying criminal activities and to provide a series of suggestions which are still relevant today .
A debate followed during which the Councilors expressed considerations and asked for clarifications to which the guest responded.

OUTCOME:
The Coordinator of the CSV Milan (Volunteering Service Center) and the Head of the journalistic column "Buone Notizie - l'Impresa del Bene" of the Corriere della Sera (promoter of the initiative) illustrated the main elements (dates, collaborations, events, patronages, etc.) constituting the 2024 edition of the "Milan Civil Week" which will have, as its underlying theme, "We are the Constitution". The candidacy of the city of Milan as the permanent capital of volunteering has been put forward by some Councillors.
