Service agreements

Pursuant to art. 4, paragraph 7 of the implementation rules of the Service Plan of the current PGT (art. 6, paragraph 1 of the adopted PGT) "the creation of new services which, following an evaluation process, and by virtue of subservience, agreement or accreditation , if privately owned or managed, are suitable for ensuring an improvement in individual and collective life is not included in the Slp"

Those services already included in the Catalog of the survey of services attached to the Service Plan of the Territorial Government Plan, as well as those - as provided for by art. 9, paragraph 10 of LR 12/2005 as amended for which, following an evaluation process and by virtue of subservience, agreement or accreditation, if privately owned or managed, are suitable for ensuring an improvement in individual and collective life and which respond to the demand expressed by the functions established in the municipal territory and by the territorial catchment area of ​​the Municipality, in reference to factors of quality, usability and accessibility.

Object, duration, performance characteristics and management methods of the services are defined by the agreement or regulation of use, by the subservience act or by the accreditation act in light of the indications in the Attached Scheme for the agreement of services.

The identification of the service covered by the agreement requires, in addition to an assessment of an urban-building nature, an assessment of a substantial and functional nature with the involvement of the Area and Municipality competent for that specific service.

The amount of the construction contribution must be determined in the urban planning agreement (PCC/PA), depending on the service that is intended to be located and the subjective qualification of the operator, in compliance with the provisions of Presidential Decree n.380/2001 and subsequent amendments
 

The content of the agreement scheme for implementation plans, of the agreement scheme for social residential housing interventions and of the scheme for the agreement of services of public and general interest, was approved by the Directors of the competent Areas and transmitted by the Director of the Urban Planning Directorate for application and monitoring by offices. The approval of the schemes will take place following the approval of the Territorial Government Plan adopted by the City Council with resolution dated 5.3.2019. The safeguard measures will be operational from that date.
