Reinventing Cities

Reinventing Cities is a global competition promoted by C40 Cities Climate Leadership Group with the support of Climate KIC.

C40 is a network of around 100 influential cities globally committed to fighting climate change. C40 supports cities in collaborating with each other and sharing knowledge to achieve an inclusive, prosperous and sustainable future.

The international Reinventing Cities programme, structured in two phases (PHASE I "Expression of interest" and PHASE II "Final proposals") sees the involvement of the Cities in identifying abandoned or underused publicly owned sites, ready to be valorised, and private individuals, organized into multidisciplinary teams, in presenting proposals for the redevelopment of the sites, finding solutions to the following 10 climate challenges:

  1. Energy efficiency and low-emission energy
  2. Life cycle assessment and sustainable management of building materials 
  3. Low emission mobility
  4. Resilience and climate adaptation
  5. Ecological services for the territory and green jobs
  6. Sustainable management of water resources
  7. Sustainable waste management
  8. Biodiversity, urban reforestation and agriculture
  9. Inclusive actions, social benefits and community engagement
  10. Innovative architecture and urban design

Reinventing Cities aims to realize the projects through the transfer of a real right to allow the winners to implement their project.
The best solutions emerging from the competition to transform the tendered sites into examples of sustainability and resilience aim to be a showcase for future zero-carbon urban developments.

In 2017, 2019 and 2022, the City of Milan joined the initiative by putting five sites out for tender in the first edition (4 of its own and one owned by Ferrovie dello Stato Italiane SpA - FS - and FS Sistemi Urbani SRL - FSSU); seven sites in the second edition (5 owned by it, one owned by the Municipality of Milan in partnership with Ferrovienord Spa and one owned by FS and FSSU); six sites in the third edition (4 owned by it, one thanks to the partnership with MM Spa which made available an area co-owned with the Municipality of Milan, one in partnership with Aler Milano which provided an area on which it exercises surface rights). In 2024 the Municipality participates with a property: the former school in via Zama 23.

With resolution no. 1983 of 10.11.2017, the Municipal Council approved participation in the first edition of the program by putting up a tender for their sale of the sites in via Serio ("Serio"), viale Doria ("Doria"), via Fetonte ("Scuderie de Montel”) and viale Monza n. 148 (“Gorla Market”). The procedure concluded with the awarding of the Serio, Doria and Scuderie de Montel sites. Ferrovie dello Stato Italiane SpA (FS) and FS Sistemi Urbani SRL (FSSU) also joined the tender with the former Greco Breda railway yard (“Scalo Greco Breda”).

PHASE I - Expression of Interest
Overall, more than 40 Expressions of Interest were presented, of which 13 were admitted to Phase II 

PHASE II – Final proposal
A total of 8 final proposals were presented; 4 awards: Serio, Scuderie de Montel, Doria, Scalo Greco Breda. 
In the second phase, no proposals were received for the Mercato Gorla site.

With resolution no. 2141 of 3.12.2019, the City Council approved the participation of the Municipality of Milan in the new edition of the international "Reinventing Cities" program announced by "C40 - Cities Climate Leadership Group", placing a call for tenders for the sale and surface rights of the Bovisa Interchange Node sites (“Bovisa Node” - in agreement with Ferrovie nord as the program involves areas owned by Ferrovie nord near the Bovisa FNM station), Piazzale Loreto (“Loreto”), PA3 viale Molise ex- Slaughterhouse (“Ex-Slaughterhouse”), Palazzine Liberty, ERS Area Crescenzago (“Crescenzago”), Section A of the Monti Sabini PII (“Monti Sabini”), former Lambrate railway yard (“Lambrate”), owned by Ferrovie dello Stato Italiane SpA (FS) and FS Sistemi Urbani SRL (FSSU), site identified as part of the broader program agreement relating to the redevelopment of the railway yards in the city of Milan, signed on 23.06.2017. 
The procedure concluded with the awarding of the sites of Loreto, Bovisa, Crescenzago, ex Macello and Lambrate; the Monti Sabini site had no proposals selected for the second phase and no proposals were received for the Palazzine site in the second phase.

As with the first edition, the procedure is structured in two phases. The launch of the Call took place in December 2019, the awarding of the winning proposals concluded in July 2021. 

PHASE I - Expressions of Interest 
Overall, more than 60 Expressions of Interest were presented, of which 27 were admitted to Phase II 
For the Monti Sabini site, no proposals have been selected for Phase II of the program.

PHASE II - Final Proposals 
A total of 13 Final Proposals were presented; There were 5 awards: Nodo Bovisa, Loreto, Ex -Macello, Crescenzago, Scalo Lambrate.
For the Palazzine Liberty site, no proposals were received from the finalist teams for Phase II of the program.

The City Council has approved the participation of the Municipality of Milan in the third edition of the international "Reinventing Cities" program organized by "C40 - Cities Climate Leadership Group", putting 6 areas up for tender for the sale and surface rights.

The new edition of the initiative, entitled "Reinventing Home" is focused on the theme of living accessible to all. Among the objectives there is also that of creating 500 apartments for rent at a price not exceeding 500 euros per month.

These are the 6 areas selected for this edition: via Pitagora (Municipio 2), an area of ​​4.800 m2 co-owned by the Municipality of Milan and MM Spa, in which the construction of ERS (Social Residential Building) is planned for rent at affordable prices, alongside from ERP shares (Public Residential Building); Piazza Martesana (Town Hall 11.700), a surface area of ​​4 m16 where the redevelopment of the space is planned through the inclusion of functional and social mixes with ERS rented at affordable prices; Zama-Salomone (Municipality 5), project in collaboration with Aler Milano which has made available to the tender the surface right of an area of ​​7.940 thousand m8 in which ERS accommodation will be built for rent and sale at controlled prices and on which the Municipality of Milan provides rewards for the use of offsite technologies; Abbiategrasso (Town Hall 1.880), surface area of ​​186 m8 for a redevelopment of the space with affordable ERS, complementary functions and active ground floors; Bovisasca (Municipality 4.200), an area of ​​XNUMX which will be connected to the adjacent transformation of the MoLeCoLa project and will also in this case include the construction of rented ERS; Certosa XNUMX (Town Hall XNUMX), an area of ​​XNUMX mXNUMX where, in addition to the inclusion of functional and social mixes with ERS quotas, depaving is also planned in order to enhance accessibility to the surrounding road axes.

The City of Milan has joined the Students Reinventing Cities initiative, promoted by C40 Cities and launched on 20 October 2022 with the aim of enabling young people to collaborate with cities and share their vision for a more sustainable and sustainable urban future. inclusive.

THEinitiative is aimed at university students, enrolled during the 2022-2023 academic year and grouped into multidisciplinary teams.

13 world-leading cities – Amman, Barcelona, ​​Chengdu, Durban, Freetown, Lisbon, Melbourne, Milan, Montreal, New Orleans, Rome, Sao Paulo, Zhenjiang – will participate in the new edition and invite university students to design greener and more vital neighborhoods according to the 15 minute city model and to provide new approaches for low-carbon urban development.

The edition of Students Reinventing Cities, which is entitled “Reinventing Flyover Corvetto”, focuses on the rethinking of the Corvetto flyover, through the remodulation or elimination of the flow of cars and the creation of a new ecological, social and recreational infrastructure. The rethink becomes an opportunity both to revitalize the neighborhood, placing public space at the center, and to impact the shape of the city, bringing the center closer to the peripheral neighborhoods. The scope includes the flyover, as well as public spaces and connections with existing roads.
