These are the projects that Milan is developing

Property renovation 
“Living in the village” is a project to establish a new housing service through the recovery and valorisation of a farmhouse owned by the municipality (buildings and external areas) in a state of abandonment. The area subject to intervention is the farmhouse in via De Lemene 51/55/59 in the QT8-Gallaratese district, close to important road arteries and the Portello and Monte Stella area, included in a dense recently developed residential context . The project involves the integration of traditional management activities (facility and property management) with specific and structured accompaniment paths to support the families with cases of social and housing vulnerability, to prevent the onset of phenomena of arrears and violation of the rules management of public accommodation.

Social accompaniment to a community and shared housing model 
Accompanying activities carried out as part of the “Living in the village” project to support families in situations of social and housing vulnerability and prevent/manage arrears and violations of public housing management rules. The activities, with networks of different subjects and timing, have:

  •  micro-local scale (new "village") focused on the community of new inhabitants, on the manager and on the condominium and service spaces; 
  •  local, neighborhood scale, focused on the construction of an active and cohesive neighborhood environment, with the aim of increasing liveability;
  • supra-local scale, to create an exchange with the city in terms of resources and opportunities.

Social agency for metropolitan leasing
The project is divided into two actions:
Action 1: strengthening of the services to combat housing poverty and housing assistance offered by the Municipality of Milan Social Agency for the Rental of Milan Living, activating nine points in the Municipalities, to offer possible "enabling" paths for families at risk of housing poverty. 
Action 2: involvement of the Municipalities of the metropolitan area through the activation, on an experimental basis, of at least two branches located in the metropolitan area as the first collaborative path for the establishment of a Metropolitan Housing Agency.

Recovery of public residential buildings
The project involves the execution of 2 contracts relating to extraordinary maintenance interventions aimed at the recovery of vacant accommodation present in the public residential building stock owned by the Municipality of Milan, in order to make them available for new assignment.
In the two projects considered it is expected to intervene on a total of 80 housing units located in 18 real estate complexes.

THIS PROJECT HAS BEEN POSTPONED TO FUTURE PROGRAMMING.

Property renovation 
The HUB consists of a main building owned by the Municipality of Milan, currently in a state of abandonment, and a network of housing units spread across neighboring areas and located within condominium-managed buildings.
The project envisages that the available spaces will be divided into:
   - approx. 50 beds with shared services intended for short-term temporary residence within the main building;
   - approx. 30 single housing units at controlled rent for longer periods (max 2-3 years) intended for evicted families in difficulty.
Social accompaniment 
The physical implementation of the intervention (Action MI 4.1.1.b) will be accompanied in an integrated manner by social and housing support activities to support temporary hospitality. The main elements characterizing this project are: cultural-linguistic mediation paths for foreign citizens; activities involving the citizens of the area for the planning of local services for the neighborhood also through the experimentation of micro-entrepreneurial activities (e.g. green maintenance, small maintenance and repairs, gastronomy and catering); information desk open to the neighborhood about the house.

Redevelopment of spaces
Recovery and redevelopment of 9 multifunctional spaces of ERP heritage to be re-designed and converted into containers for events, training courses, associative moments of local or cultural communities. These are spaces: 

  •  concierge (InfoPoint ERP and city PA management, access point for tenants to the services provided by the technological platform referred to in action MI1.1.1.a);
  • usable and experienced during the day by all tenants (children, elderly people, families living in the neighborhood...);
  • collaboration with local entities can carry out service activities for the neighborhood.

Neighborhoods affected: Crescenzago, Gorla, Niguarda, Quarto Oggiaro, Gallaratese, Quarto Cagnino, Barona, Corvetto 

Services to social activities
Within the redeveloped multifunctional spaces (Action MI 4.2.1.a), the activation, through the tool of co-planning, of integrated accompanying actions aimed at combating different forms of hardship and social exclusion through the support of service projects is envisaged innovative, expression of the participation of the third sector and the community in areas and neighborhoods characterized by situations of degradation and socio-economic marginality.  
The services to be installed must refer to one of the following models:

  •  'Social concierge', for the development of collaborative services with a social vocation;
  •  'Innovative services and animation', for the development of activities and services with a social, cultural and creative vocation;
  •  'Enterprise and community', for the start-up of micro-entrepreneurial activities with a high social impact.

Digital platform
New technologies and new spaces for tenant participation and management transparency

The redevelopment of the 9 spaces and the set of services and activities located within them will also be integrated through the extended functions of the Connected Neighborhoods web platform (Action MI 1.1.1.a). This is a digital platform, managed by MM SpA, to make available a series of information relating to the ERP housing stock of the Municipality.
The Web Portal becomes a virtual meeting place between different subjects: tenants (with rental contract), committees and self-management with "collaboration contract", citizens interested in having information on the heritage and its management and a vast category of social aggregations to whom social promotion services can be offered.
It provides interoperability with various modules (e.g. registry, GIS, CRM ticket management) and integrates with Axes 3 and 4 by promoting accompanying services with new technologies as a tool for social inclusion and access to information.

Housing renovations
Renovation and infrastructural adjustments, through the removal of architectural barriers and the provision of home automation solutions, of approx. 20 accommodations outside the ERP but owned by the Municipality of Milan or Aler. The housing units will be intended for people in conditions of economic hardship and intellectual and physical disabilities with serious limitations of autonomy which require specific accompaniment calibrated to the resources of the individual in order to achieve greater autonomy or maintain it for as long as possible. 

Services to people
Strengthening of protected social residential services for the development of autonomous life projects for people with intellectual and physical disabilities and in situations of economic hardship, guaranteeing specific and individualized support based on the needs and resources of the individual to accompany them towards greater autonomy.

Apartment renovation
Renovation and furnishing of accommodation for temporary social housing aimed at people in housing emergency situations. These are:

  • n. 20 accommodations obtained from the Lombardy Region, with the exclusion from the application of the ERP discipline, to be renovated and available to the Social Policy Directorate for housing emergencies;
  • n. 10 municipally owned apartments already available to the Social Policy Directorate, in a poor state of conservation. 

Services to people
Combating housing hardship through accompanying interventions divided into:

  • definition and monitoring, with social workers from local professional social services, of an individualized project towards autonomy;
  • activities to develop/maintain the autonomy capabilities of the beneficiaries (e.g. financial education, living in shared/condominium contexts, support in finding/keeping a job, leaving temporary residence); they will be carried out with educators and social workers;
  • socialization and aggregation activities for the construction/maintenance of a network of formal and informal relationships in the area and mediation of any conflicts in the new contexts of inclusion of the beneficiaries.

Georeferenced digital platform 
Georeferenced IT platform to improve assignments and social support, making territorial information available relating to:

  • present services, integrating information from other information systems relating to housing, social, health, educational, aggregation and socialization services;
  • temporary social housing. Today the Municipality uses approx. 1.000 beds in social housing, in the city and in municipalities of the metropolitan area. 

The portal will be made available to the Metropolitan City, where there are accommodations for third sector organizations that manage Temporary Social Residential services.
 

Renovation of derelict buildings
Recovery, maintenance and redevelopment oriented towards environmental sustainability of public buildings to reduce extreme marginalization and strengthen social inclusion networks. It is planned to intervene on: 

  •  Jannacci shelter v.le Ortles n. 69 (extraordinary maintenance and redevelopment of technical systems); 
  •  Public showers in via A. da Baggio n. 50 and in via Pucci n.3 (with an extraordinary maintenance renovation);

Services to people
Creation of low-threshold services and support for the independence of homeless people and those in situations of serious marginalization who use residential services in dormitories and initial reception centers or access showers. Long-term support programs, divided into: proactive listening services, information and orientation, counseling and personalized tutoring (with respect to mental, legal and health problems), promotion of the development/maintenance of the beneficiaries' capacities/potential for autonomy, socialization and aggregation for the construction/maintenance of a network of formal and informal relationships in the area.
 

Digital platform for home services 
Collaborative-connective digital platform (WEMI) to facilitate the search and use of home services. It makes the offer of home services for care, assistance and social support available to citizens, operators and communities, both individually and with sharing between people who have the same needs, building links between families, tenants and workers.

Areas for Cycling Mobility
Make approx. 28 bike sharing stations and expansion of approx. 7 existing stations, strengthening cycle mobility action strategies and metropolitan-scale interchange nodes, guaranteeing 

• accessibility
• capillarity (stations no more than 300 - 400 meters apart)
• economical management and installation costs
• proximity of attractors and intersections
• safety

Area for shared and sustainable mobility
Creation of 33 “sharing” mobility areas, for the shared use of means of transport: bike sharing, scooter sharing, car sharing and electric car sharing. 
The mobility areas will be hyper-technological areas in which you can find: video surveillance, sensors to allow both control over the occupancy status of parking bays and the certainty of finding a free bay, connection SOS ed intelligent lighting which is strengthened when there is a need, as well as systems electric charging for vehicles of the electric sharing service. The development of the mobility areas will pursue the objective of producing and distributing data and information in support of shared knowledge, both by making them available on the mobility portal and through the applications made available by the managers of the sharing systems.

Cycle route - Corso Sempione
Eurovelo 5 Naviglio Pavese-Duomo – Sempione - Molino Dorino - Northern route

Road works for the cycle path and pedestrian spaces to complete the Duomo-Sempione-Molino Dorino-Fiera-Rho cycle itinerary. 
The intervention strengthens connections with peripheral areas, redeveloping the green areas, the landscape profile, the micro-environmental conditions (shading, refreshment areas, etc.) eliminating irregular parking. 

Cycle itinerary - Piazza Napoli Giambellino
East-west cycle path between Piazza Napoli and the park in Via Odazio. The route, through the Tortona – Solari cycle system, connects to the existing network, which includes the Naviglio Grande towpath, recently recovered, constituting, through the RFI San Cristoforo station, a circular itinerary from the trolleybus circle in the Giambellino district, with connection up to Porta Genova and the Darsena. The portion of territory affected by the project is currently the subject of works for the construction of the M4 metro line which will have its terminus at the San Cristoforo RFI station and stops in via Segneri and Largo Gelsomini.

Repubblica Cycle Route – Vittor Pisani – Monte Santo – City of Fiume
The intervention, which includes the two main areas of Viale Monte Santo and Piazza della Repubblica, has the aim of creating a complete cycle circulation system in one of the main traffic hubs of the city. The renovation of these areas will allow cyclists and pedestrians to cross the traffic light junction of Piazza della Repubblica safely and quickly.

 Solari Tortona cycle route 
The design and construction of the Solari-Tortona cycle route is part of a general revitalization project of the Solari district. The area affected by the intervention, considered of a particularly strategic nature by the Municipal Administration, is included in an intervention program financed not only with PON Metro funds, but also with the Municipality of Milan's own resources and POR - FESR and FSE funds of the Lombardy Region.
 

HUB of inclusive innovation – New services in degraded areas
Launch of inclusive innovation works by identifying target areas characterized by high socio-economic criticality. The objective of the action is to promote urban regeneration and the revitalization of peripheral neighborhoods through the activation of new services starting from the resources and needs of citizens (co-design), making the identified critical areas HUBs of activities and initiatives innovative and with a strong character of inclusiveness. The project includes a training school, also called Neighborhood School, consisting of two phases:
  1st phase: the possibility of participating in an advanced training course to learn how to plan and develop your own business idea aimed at improving the neighborhood 
  2nd phase: those who complete the advanced training course will be able to apply for the second phase of the call and receive a "Project grant" up to a maximum of 25.000 euros to co-finance the first year of activity (MI3.3.1.e)

Contributions to social innovation projects
The project plans to carry out an action to support the development of the social economy in the target area through the granting of contributions paid for the start-up phase of projects and services of associations and other third sector bodies that produce socially desirable effects or with clear and demonstrable consequences of one's activity. In parallel and to complement the action, the launch and strengthening of businesses and startups with social impact will also be supported by POR-FESR resources.
The project proposals that will be supported must produce their effects in the Lorenteggio neighborhood as a priority and, possibly, can be replicated in other peripheral neighborhoods.

Civic crowdfunding
Support inclusive social innovation projects aimed at peripheral areas of the city through the activation of new relationships and collaborations between citizens, enabled by the crowdfunding tool.

Renovation of common areas
Recovery of existing public buildings to use them for the activation of new services with the aim of reducing extreme marginalization and strengthening social inclusion networks to respond to specific needs of resident citizens, increasing the liveability of some peripheral neighborhoods. 
The renovated spaces will be equipped with technologies for the provision of local and new services.

Digital services to promote the economic and social development of the Metropolitan City of Milan
The project is developed in two interventions:    
1. Assessment and feasibility study on the application needs of the Municipalities of the Metropolitan City, design and creation of enabling application platforms. 
2. Platform Construction:

to. vertical (system): Single system for the management of municipal real estate, Single system for the management and provision of welfare services (educational and social assistance), Metropolitan Territorial Information System, municipalities of Metropolitan City
b. horizontal (service): interoperability of applications, documentation of the Municipalities of the Metropolitan City, transversal infrastructures for the operation of applications shared with the Municipalities of the Metropolitan City.
