Civil protection

What is Civil Protection?
It is the set of skills and activities aimed at protecting life, physical integrity, goods, settlements, animals and the environment from damage or the danger of damage deriving from calamitous events of natural origin or resulting from human activity. The National Coordination System is the pinnacle of the public system, which includes other institutional components, such as Municipalities, Regions, Provinces, the National Fire Brigade, the Armed Forces, the Police Forces, the State Forestry Corps etc.

Civil Protection is also an operational structure capable of coordinating the specialist bodies deployed in emergencies and supporting them in interventions.

How do you get into Civil Protection?
It is essential to follow the courses organized periodically by the relevant bodies.
This is an absolutely free volunteer activity.

It analyzes and determines the causes of calamitous phenomena, identifies the risks and delimits the affected territory. The main risk factors on which attention is focused are:

  • chemical-industrial risk
  • hydraulic risk and intense atmospheric events
  • forest fire risk
  • seismic risk.

Prevents
It implements every action aimed at avoiding or reducing damage resulting from the event. Prevention includes exercises, structural interventions, the Municipal Emergency Plan, training and information campaigns.

Helps
It provides all forms of first assistance through the activation of the Local Crisis Unit and the Municipal Operations Center. Coordinates volunteers and Civil Protection operational structures.

Overcome the emergency
Regulates the return to a state of normality by monitoring the restoration of roads, public buildings and production activities.

The Civil Protection of the Municipality of Milan is an integral part of the National Civil Protection System.

The Mayor is the municipal Civil Protection authority which, upon the occurrence of an emergency in the municipal territory, assumes the direction and coordination of the rescue and assistance services for the affected populations.

The Municipal Operational Representative he is a figure identified within the municipal administration and appointed by the Mayor, to whom he supports. The ROC, which enjoys decision-making autonomy for logistical and operational aspects, is entrusted with the following tasks:

  • in the normal phase (e.g. supervising the drafting of the municipal emergency plan, organizing the Municipal Civil Protection Group, etc.)
  • in an emergency phase (e.g. supervising the surveillance of the territory, coordinating any evacuations, or practical assistance to the population).

Currently the ROC of the Municipality of Milan is the Director of the Integrated Security and Civil Protection Area.

The Civil Protection of the Municipality of Milan has one permanent connection structure with the National Department of Civil Protection and coordination of local resources:

  • Local Police of the Municipality of Milan
  • NUIR, Rapid Intervention Unit of the Municipality of Milan
  • ATM, Milanese Transport Company
  • MM, Milan Metro
  • A2A, electricity and gas.

With planning, the Municipality foresees scenarios and identifies available resources to deal with them. It also organizes its own intervention structure, identifies the responsible and operational roles of people, services and communication procedures applicable to possible emergencies.

The Plan describes the set of operational intervention procedures necessary to deal with any disaster in the area and is the main support tool for the Mayor. It is the result of a complete process that starts from analysis:

  • of the territory and the phenomena to which it is subject, both natural and anthropic
  • of potential sources of danger for the population and for assets present in the area
  • the risks to which they are exposed

to identify risk scenarios connected to them.

It is also a simple, flexible, operational and updated tool, whose operation is guaranteed by the involvement and coordination of all the structures present in the municipal territory: bodies, offices and bodies institutionally responsible for civil protection, volunteer forces.
