MaaS - Mobility as a Service

As part of the PNRR funds for digitalisation and innovation in the PA, the Municipality of Milan was selected to experiment with the MaaS - Mobility as a Service - project Mobility as a Service - in favor of greater accessibility, multimodality and sustainability of travel.

With the funds allocated to the project, the Municipality will launch a trial with the involvement of approximately 5.000 users, distributing €1.000.000 in incentives.

Mobility as a Service (MaaS) is a global mobility concept that involves the integration of multiple public and private transport services accessible thanks to a single digital channel. Through "digital intermediation platforms", which combine various functions and guarantee different travel alternatives - from public transport to car sharing, from bike sharing to taxis - users can plan, book and pay for more services based on their needs.

This new paradigm for mobility was developed by the Italian Government through the Mobility as a Service for Italy project to which the National Recovery and Resilience Plan (PNRR) dedicates part of the investments (for a total of 40 million euros plus 16,9, XNUMX million additional allocated by the Complementary Fund) and for which the Department for Digital Transformation (DTD) is the implementing body, with the support of the Ministry of Infrastructure and Transport (MIT).

As part of this national project, Milan was chosen, together with Rome and Naples, as a "pilot" city to start an experiment on the MaaS service (funding value €2.500.000)

The Milan MaaS project involves the identification of one or more subjects willing to develop a MaaS solution by integrating multiple Transport Operators (including Local Public Transport) with a multimodal offer involving at least three different types of transport (extending to taxis and forms of sharing mobility). The project envisages that the Municipality assumes the role of regulator and promotes the development of the MaaS service with initiatives aimed at users and through a promotional campaign for the service.

Depending on the requests of the national project, the architectural model assumes that the Maas Operators use the central DS&SRF platform in the provision of mobility services, a platform which will therefore contain all the data relating to the transport offer composed of static and dynamic data (such as routes, timetables, availability of vehicles, fares).

In this project, citizens (or city users) play the role of active participants in the experimentation, also thanks to contributions that, based on specific identified clusters, they will receive from the Municipality of Milan, in order to test the system and encourage its usage.

The experimental phase of the project began in July 2023 and continues.

With City Council Resolution no. 1457/2023, some clusters were expanded, which today are the following:

  • Workers, residents and non-residents of Milan, with operational headquarters in the Metropolitan City of Milan
  • University students in Milan (residents and non-residents)
  • Weak categories resident in Milan
  • Residents in the Metropolitan City of Milan who use cars prohibited from driving in environmental restricted traffic zones


To become an experimenter, fill out the application:

Contributions will be paid to experimental subjects to encourage the use of MaaS platforms.
In particular, 2 types of incentives will be provided, which can be combined:


WELCOME BONUS:

Each experimental subject will be paid a bonus worth €10 for each registration on the MaaS Operator platforms, which can be spent on the individual registration platform.
This is a one-off incentive, up to 50 euros max (€10 x 5 MaaS Operators).
 

MONTHLY BONUS

Each experimenter is entitled to a monthly bonus for the purchase of travel packages, up to a maximum percentage of 50% of the value of the travel tickets issued, spendable on all the platforms of the MaaS Operators to which the experimenter has registered, expiring on end of the month of disbursement.

This bonus is of variable value depending on the category to which it belongs, as reported as follows:

  • Workers, residents and non-residents of Milan, whose operational place of work is in the Metropolitan City of Milan – €30
  • University students resident and non-resident in Milan - €20
  • Weak categories resident in Milan - €40
  • Residents in the Metropolitan City of Milan, users of cars prohibited from driving in relation to environmental restricted traffic zones - €30

To join the MaaS trial on ACI-Sara Go:

1) download the ACI-Sara Go app for Android o iOS and register your account;
2) start using the mobility services available on ACI-Sara Go.

  • UnipolMove City 

To join the MaaS trial on UnipolMove CITY:

1) download the UnipolMove CITY app for Android o iOS;
2) access the “Profile and payments” section and enter your investigator code in the “MaaS4Italy investigator code” field;
3) start using the mobility services available on UnipolMove CITY.

NB UnipolMove CITY will soon make available the possibility of checking your credit within the app. To date, even if this functionality is not yet present, the credit is correctly associated with the experimenter and it is always possible to view the discount applied on the receipt after each trip.

1) download the URBI app to Android o iOS;

3) verify your experimenter code;
4) complete your profile and start using the mobility services available on URBI.

To join the MaaS trial on Wetaxi:

1) download theWetaxi app;
2) fill in the fields with your data and the “MaaS4italy” affiliation code;
3) verify your phone number;
4) select “Milan” from the cities menu;
5) enter your experimenter code and click on “Finish”;
6) start using the mobility services available on WeTaxi.
