Transient housing services (SAT): what they are, recipients

The Municipality of Milan and Aler (Lombardy residential building company) Milan make available a portion of public housing to be used for the Transitional Housing Services (Sat), to be assigned with a rental contract for a fixed period.

They can apply for Transitional Housing Services (Sat) citizens residing in the Municipality of Milan who meet the requirements for access to SAP public housing services, namely:

  • Italian citizenship or citizenship of a European Union state or foreigners holding an EU residence permit for long-term residents, regularly residing foreigners in possession of a residence permit for at least two years and carrying out regular employment or self-employment, foreigners who, according to state legislation, benefit from treatment equal to that reserved for Italian citizens for the purposes of accessing public housing services, however named;
  • registered residence or carrying out work in the Lombardy Region on the date of submission of the application;
  • ISEE 2021 of the family unit not exceeding €16.000 and patrimonial, movable and real estate values ​​of the same family unit determined as indicated below:
  • for families composed of a single member the asset threshold is     
    determined at a value of €22.000,00;
  • for families with two or more members, the asset threshold is determined at a value of €16.000,00 + (€5.000,00 x the Parameter of the Equivalence Scale [PSE]);
  • absence of ownership of property rights or other real rights of enjoyment of real estate suitable for the needs of the family unit, located in Italy or abroad;
  • absence of previous assignments of social housing intended for public housing services for which, in the previous five years, the forfeiture was declared or the cancellation was ordered, with consequent termination of the rental contract;
  • absence of declaration of forfeiture of the assignment of public housing service accommodation due to culpable arrears, in relation to the payment of the rent or the reimbursement of expenses;
  • absence of events of abusive occupation of accommodation or real estate units for non-residential use or of public and/or private spaces in the last five years;
  • not having sold, in whole or in part, outside the cases provided for by law, the previously assigned accommodation or its rented appurtenances;
  • absence of previous assignment, in ownership, of accommodation created with public contribution or subsidized financing in any form, granted by the State, the Region, local authorities or other public bodies.

Applicants must be in one of the following conditions:

  • families who must forcibly vacate the accommodation in which they live following an executive order of eviction due to the end of the tenancy or due to innocent arrears in the payment of the rent;
  • families who have released the accommodation in which they lived in the six months prior to the submission of the application, following an eviction order due to the end of the tenancy or due to innocent arrears in the payment of the rent and who remain in a situation of housing precariousness;
  • families who have released the accommodation in which they lived in the six months preceding the submission of the application due to its unusability due to a calamitous event, declared by a technically competent body and who remain in a situation of housing precariousness;
  • families who must forcibly vacate the property they live in following a decree transferring the seized property due to non-payment of mortgage installments and/or condominium expenses, provided that the non-payment is due to innocent arrears;
  • families who have released the property in which they lived, following a decree for the transfer of the seized property, issued in the six months preceding the date of submission of the application, due to non-payment of mortgage installments and/or condominium expenses provided that the failure to pay is due to innocent arrears and that they remain in a precarious housing situation;
  • families without accommodation who need urgent housing accommodation.

Applications are evaluated in chronological protocol order, until the number of accommodations made available for the Transitional Housing Services (Sat) is exhausted, which for the year 2022 is n. 300.

To submit the application, citizens can avail themselves of the support of the tenants' trade unions.

It is possible to derogate from the chronological order of the protocol by submitting a specific reasoned request, indicating the protocol number of the application.
