Recall the regional laws n. 4/2012, and n. 13/2009 and the City Council Resolution n. 44 of 14/10/2009 concerning: Municipal obligations in implementation of the art. 5 paragraphs 4 and 6 of the Regional Law 16 July 2009, n. 13, concerning the "Extraordinary actions for the development and qualification of the building and urban heritage of Lombardy", it is specified that:
  

• municipal resolution no. 44/2009 did not include industrial zones;
• the new regional law has provided for the possibility of expanding the scope of application;
• the Municipality of Milan did not make use of the possibility of expanding the scope of application;
• the interventions pursuant to Regional Law 4/2012 remain applicable exclusively for areas not intended for "industrial zones" and "residential zones with typological restrictions" (RX) as identified, on the date of City Council Resolution no. 44 of 14 October 2009, of the General Town Plan approved in 1980 and subsequent amendments.
