Living in the village

A project to establish a new housing service through the recovery and valorisation of a municipally owned farmhouse (buildings and external areas) in a state of abandonment, thanks to the resources of the PON Metro 2014-2020 programme, with the creation of:

  • new rental accommodation through the restoration of the farmhouse and the possibility of creating a new volume;
  • new collaborative services for tenants, designed on the co-housing model;
  • new services to the neighborhood which provide for the expansion of the local range of services with the creation of new centers for aggregation, entertainment and economic opportunities.

The Municipality of Milan has published the tender for the recovery and management of the ancient Cascina Boldinasco in via De Lemene in the Gallaratese district which will be entrusted under concession for forty years to be renovated and used as accommodation to be rented at a discounted rent and for services for tenants and for the neighborhood.

The recipients of the concession notice are operators in the sector (also in ATI) who will have to satisfy the three components of the project:

The concession of services will be implemented through Public-Private Partnership (according to art. 180 Legislative Decree 50/2016 Public Contracts Code).

The co-financing by the Municipality of Milan will cover up to 49% of the overall investment.

The project brings together two integrated axes of intervention:

  • recovery of properties and construction of accommodation - €2.498.250
  • developments of new services with social support activities - €281.250

The area subject to intervention is the farmhouse in via De Lemene 51/55/59 in the QT8-Gallaratese district, close to important road arteries and the Portello and Monte Stella area, included in a dense recently developed residential context .

The farmhouse was historically located in the center of the small village of Boldinasco crossed by the current Via De Lemene. The memory of the agricultural and community vocation of the complex is one of the elements to be reinterpreted in an urban and contemporary key.

The innovative management model must be divided into three areas:

Management of accommodation for two types of rental 80% agreed rent and 20% families in housing emergency with a housing support activity.

Management of collaborative services reserved for tenants to develop the co-housing model most suitable for the nuclei that will settle, co-planning and co-management activities of the services are envisaged.
Management of neighborhood services open to citizens whose functions must be designed together with the inhabitants of the neighborhood and implemented with incubation activities, consistently with the activities indicated in the Service Plan of the Municipality of Milan. For the external areas, spaces for public use are planned, including a shared vegetable garden.
